Alright. Currently, I have an Atron with two light ion blasters (Antimatter ammo), a cap recharger I, shield booster I, damage control I and a Power Diagnostic System I.
A couple questions:
1) Should I try to put an AB on it so I can get in range faster?
2) I'm wondering if I should replace the Power Diagnostic System with a targeting disruptor.
I seem to get ripped up before I get in range when doing level 1 agent missions.

1. I <3 Afterburners in missions. So, yes, fit an afterburner. 2. I'd keep the PDU if you're into shield tanking the Atron.
Something to consider: if you go fast enough in the missions, you can completely bypass virtually all damage. I think I'm pulling up ~800 m/sec in my AB thrasher, and almost nothing hits me.
Something else: In missions, because you can't use the Micro Warp Drive, rails are generally better than blasters.

Does a high speed make you harder to hit? I know that it makes it hard to track you, but what if you're moving at them?

Yeah, it makes you harder to hit - because you're harder to track. It's all about how you approach, but even the standard "orbit" button works fine (for me) in missions. <-- lazy.
Also, if you're fit for range, then you won't be going quite as close!

Gun damage depends on traversal, so yeah, you'll take more damage than if you were orbiting at the same speed.
Missiles, on the other hand, will do less damage the faster you are moving irrespective of traversal. Course, if you've got a MWD the sig radius balloon would cancel that out.

I personally wouldn't shield tank the atron. Although it only has 2 med and 2 low slots if you are going to gallente spec you will be almost exclusively armor tanking. By armor tanking now you'll get used to it and also increase these skills. I think it will also be more efficient than shield tanking. Perhaps a small rep and plate? Or DCU and rep.

Powergrid on the atron is too small to fit a hull repairer and, well, anything else.

Look for small armor repairer I. Also, consider a 200mm plate + DCU for armor tank.
Don't forget that you don't need to do 2 kinds of tanking - remove the small shield booster when you're putting the armor rep on it.

I did. When you consider that the Atron has only 23 powergrid, 10 for a hull repairer is a lot.

Might want to consider training a couple points in projectile weapons, they use significantly less powergrid--you lose the ship's damage bonus but gain powergrid. I'm waiting til I have skills for MAPC rather than the PDU then I'll come up with a better fit (the MAPC will give you +10 power grid, rather than +10% of 23), myself. I generally pilot a cruiser but picked up the Atron to run those 'frigate-only' assigments, and now use it for all my courier missions since autopilot is SO much faster--and it's cheaper to lose if I get gate-camped.
However, the AB, like has been said, pretty much means you're not going to get hit. And don't forget to pack a drone.

Highs Rails Meds AB T2 and a Cap recharger Lows 2x overdrive system
Just speed tank the mission and youll be fine no need for armor tanking, just make sure your not hanging still in space and never approach in a direct line to the target.
I usually orbit at about 14km and shoot from there. If it is not a missile mission i do it without being shot.

I am doing that now. I fight close up, though. Still, when flying around them at 400 m/s, they can't really hit much.
However, I had to drop antimatter shells and start using iridium. I couldn't possibly get close enough to them to get in optimal range for antimatter shells...
