Why can't they use it?
I mean, how many times do you visit a high sec system and see the following names in local:
xxdg
ggtr
ddrx
rxtr
ggge
xinghao
ningtao
ranzhu
Now you check the belts and they're out there in hulks with occators picking up loot.
Do you think it would be too much trouble to have GMs going around checking everyone with a stupid and/or obviously chinese name for macro activities?
I admit, the chinese named ones might just be legitimately mining 23/7... to sell isk to people.. but the ddgt guys are pretty obviously macros.

They are not all going to be on a macro. Some minor cases may well be players operating them who were too lazy to name their alts. If they were just banned outright for such names then sooner or later it will happen to someone who is not a macro user.
And checking them all... well thats going to be a hell of a job to begin with.

Posting racist stuff gets you banzors and one of the Mods I cant remember who said calling guys chinese that you think are macroers is racist... have a fun vacation when the mod hits this thread.

They often aren't unattended, there is some guy watching 30 accounts, and if a GM messages one to check if it's a macro, they get a response, and therefore can't ban the character.

I wanna ban Americans, cause they are awfully moany. And very hypocritical.
Cause if they didn't buy the ISK then our dear friends in the People's Republic wouldn't farm it.

That's your mistake right there. Discrimination against chinese players. Are offensive comments made on the forums petitionable?
Comments like that make me believe you don't really mind the macroers, you just want to mess with certain group based on language/nationality/race/skin-color/ancestry or something similar. After the chinese, who's next, the jews? blacks? irish?
Fix the racial stuff and avoid the racial backslash.

What i don't understand is how an account (one user)can mine 23/7 without account sharing. Sure i can stay up late a few nights but in the end the vast majority of people can not stay up 23/7 for weeks(or years) on end.
So therefore any account that is clicking (mining, transferring to jet can)23/7 has to be violating the account sharing provisions or using macros. Seems it would be easy enough for CCP to detect constant usage (clicking, transferring objects) of an account through GM visible logs.

They just need to sort the account list by 23/7 activity.
23/7 clicking must = account sharing or macros.

But the fact is, a good majority of the isk sellers, farmers, and macros are indeed Chinese. So the profile does have a solid base. How exactly do you plan to profile the others? Oh, he just bought a ship for 50% of its cost and is now trying to sell it for 10% profit, he's trying to horde money! Jewish!... That guy and his friends just beat the sh!t out of me and buds and stole our stuff he must be black!... seriously its laughable how the hell are you gonna profile anyone other than the obvious macros.
Atm theres 2 main profiles in eve which both have been brought up in this thread, Russian logoffskis, which tbh I personally think logging off is just as likely to be done by anyone than a Russian but Red alliance kinda created the stereotype when they practiced it so fervently.
The Chinese stereotype came about similarly due to the fact that the majority of the farmers, isk sellers, etc are infact part of chinese farming conglomerates. Can you blame people for profiling people with names like iasdjkaie4, 5, 6, 7, etc as chinese farmers? Especially if you convo them and they start speaking what language? Chinese...
Yea its not a great practice to profile people but seriously if the shoe fits...

LOL ! Look who is talking about hypocrites ! Could your dear Grand Master Hypocrite-ness take a break from ISK farming/sucking up to ISK farmers and read the dev blog about all the problems caused by ISK farming itself. Nothing is more hypocritical than people trying to make ISK farmers innocent "we are just supplying a demand", when anyone who isn't a total moron (or a total hypocrite) realizes that ISK farmers are always trying to create new markets (as witnessed by their constant spamming) and overall trying to put market into situation where people HAVE TO buy ISK. It is business for them, after all, and part of business is to find/create new markets and to increase demand for whatever product one is selling.
So people, please stop these "ISK farmers are innocent, they are just supplying demand"- posts, unless you really want to make yourselves look like morons, hypocrites or both.
