As it says in the title, I am running a lottery for a researched Foxfire Javelin Rocket BPO. Not a very exciting BPO, I know, hence the lottery with a low ticket price rather than an auction. There are a total of 49 tickets available and each ticket costs 25m isk. Full details of the lottery prize, draw rules and buyout option are below.
Lottery Prize
As well as the researched BPO there are a number of other items included as part of the lottery prize. There are researched BPOs for the relevant R.A.M and R.Db and sufficient materials to produce 500 runs of the BPO, more than enough to recoup your ticket cost. The total prize package is:

Draw Rules
I will be using the UK lottery (http://www.national-lottery.co.uk/) to pick the winning number and ensure fairness of the draw. For those of you who don't know, the UK lottery has several draws, including a weekly Saturday night draw. In the main Saturday draw, there are 49 numbers (1 to 49), 6 of which are drawn to provide the overall winning number. A 7th ball is also draw as a 'bonus ball'. It is the number of the bonus ball that will be used to select the winning ticket for this BPO lottery.
The actual UK lottery draw to be used will be the first Saturday draw after 40 tickets have been sold. The Saturday draw happens at around 19:00 EvE time, so this lottery sale will end at 17:00 Eve time on the day of the draw. Unsold tickets at the end of the salses period will be 'bought' by me.
I don't want the lottery to run indefinately, so if 40 tickets have not been sold by 17:00 EVE time on Saturady 14/07/2007, I will cancel the lottery and return all entry fees.
Lottery Buyout
If you are feeling particularly wealthy or you are in desperate need of the BPO, there is a lottery buyout option. For 2 billion isk you can buyout the lottery and the prizes will be yours. All tickets will be refunded along with 5m isk compensation.
Entering the lottery
Please post below with the ticket number you want to purchase and make an isk transfer in-game to myself, Arrs Grazznic, with a note saying which number(s) you are buying. I will match your post with the transfer and update the ticket list below. Please ensure you transfer the money from the character you post with so I can easily match up the number requests and the transfers. Any transfers that I can't match up to a post below will be returned.
Tickets will be allocated on a first come, first served basis, but you will be able to swap your number choices if they are still available. You are also able to withdraw your entry at any time before the lottery sale ends (see above) and you will receive a full refund on your ticket.

I know this isn't the most exciting BPO available, hence why I decided for the lottery approach. I feel that the whole package would go for a minimum of 600m isk, but more likely around 700m to 750m in an open auction. Based on this, if I sell all the tickets, I'm may get between 1.5x to 2x the market value. I don't think that is too unreasonable returns for a lottery.
If you win, you are getting returns in the order of 30x plus your investment. Excluding the BPO, the raw materials themselves are worth around 25m. If you don't win, 25m is not a massive loss in the scheme of things.

OK, we're almost there on the ticket sales, so I'm going to hold a 'preliminary' draw with tonight's UK National Lottery draw.
What do I mean by a preliminary draw? Well, only fully paid up tickets will be considered for the draw, with unallocated or reserved numbers being void. If a valid number wins, then the prize will be allocated as normal. If an unpurchased or reserved number comes up no prize will be allocated and the draw will be pushed back 1 week.
If we do not have a winner tonight, then you will of course be free to change your numbers or withdrawl from the lottery.

OK, the bonus number was 11.
To check the results, go the the results page of the UK National Lottery website and look at the results for the 'Lotto' game for 14/07/2007 (game number 1206).
As no one had chosen 11, this lottery will continue. The next lotto draw will be on Wednesday 18th July, so we'll use the bonus number from that draw as the winning number for this lottery, as long as we don't have anyone pull out. Unless I sell 40 tickets, the next draw will also be 'provisional' meaning that any unsold tickets are not counted for results.

Until the cash is received, the numbers are only reserved. As such, they are not valid for the draw and someone else can choose those numbers.

I know it is a little late in the game, but I am amending the auction rules slightly. Instead of unsold tickets reverting to me, I will leave them as unclaimed and if the winning number happens to be an unreserved number I will roll over the lottery to the next draw. Basically it becomes a bit fairer to everyone who has entered.
As I'm doing this, I'm going to pick a second number in the lottery. Currently I have 9, but I will also choose 1.
Anyway, only about 4 hours to the draw, so good luck everyone!
