Here's how cans should work:
1) Costs 1 starbase charter per level of system security (using 0.7 as base which is the current anchor limit) per day**
2) They disappear if not used in a month even if you're "paid up"
** The "rent" (charters) can be paid in 1 day, 5 day or 1 month increments
** A day is from DT to DT, NOT 24 hours from when you pay. This just makes it easier for the server to figure out which cans to delete
** A month is a period of 4 DT from Monday to Monday
** "Rent" must be paid at an NPC corp. in the system so some minimum standing would need to be figured
** Using 0.7 as a base, the ammount of charters needed:
0.7 = 7 charters per day 0.6 = 6 charters per day 0.5 = 5 charters per day 0.4 = 4 charters per day 0.3 = 3 charters per day 0.2 = 2 charters per day 0.1 = 1 charters per day 0.0 = 0 charters per day (let the corps who own the system police it)
So to anchor a can for 1 month in 0.7 would cost 196 charters:
7 per day * 28 days (4 DT cycles of 7 days each). If not renewed before the 4th DT, they are deleted on the 4th DT.
Charters are easy enough to get from the LP store. Run a couple missions and you can get a few hundred. A system such as outlined above would be quite a deterrant to anyone who doesn't have a real need to anchor a can.

Actually, I'm wondering how much server resources all the cans take up?
Storage space (RAM on nodes, DB space in general) is one thing, but probably not the major one.
What I'm more thinking about is that every single time you warp to a gate/belt/station that has anchored cans there, the server has to use CPU cycles to process the data about the cans, and then use network resources to send the data to the user.
Just make the damn things auto-unanchor after 1 month of inactivity.....

While I like to see the forgotten anchored cans disappear, I have a dubt on the time limit for them.
Giving every one of them a clock counter probably will increase server load, not decrease it.
Think about it: hundred of cans in every system clicking away are hundred of item more to keep track of, while the can per se is a static object, and require less resources.
I think the hacking option to steal cans is much better. I will even start a cleaning service. 
That will keep available the cans hidden at sfespots.

Good idea. Exept without the drones. Just make it a 3 month timer.
And send the owner a mail when that happens. For example:
"Your (any cans, anchored or unanchored, which have not been opened in 3 months or empty ships which are unpiloted since the same time) has been pulled from its original position by the gravity of planet X in solar system Y and will enter that planets atmosphere and be destoryed in 7 days (or even 1 month for all I care) unless it is retrieved from that planets orbit."
If you have can artwork you want to save you only need to open all cans once every 3 months, that isn't that much of an hassle.

simple way to solve this 1. shooting sec cans doesnt call concord. it just kill flags you to that corp for 2 weeks, will make some people decide not to shoot them, otheres not so much 2. at LEAST 90% of loot in can WILL survive. atm nothing survives so itsw not even worth blasting them unless you just really bored 3. if a account is inactive longer than 6monthes, the can unanchours. free to who ever scoops it ------------------------------------------------ Do not let the world change you. They need to have an Interstellar cleaning service. What they do is they go around and tow cans to the nearest station where for a fee of 10 ISK per month they will keep your can for you. All cans more than 1 month of inactivity.
(The problem here is I doubt that they have an activity field for the cans in the database, they probably do not know when it was last touched.)

Well, here goes anyway!
Interstellar Cleaning Service, the ICS!
This NPC corporation is dedicated in salvaging and retrieving all sorts of space junk from the world, putting them in transports and moving them to their nearest base for refining and reusing on the market.
They would remove outdated secure cans, wrecks(which they basicly do now), shuttles and ships in solar systems etc. Anything really left out there.
Now, here's the fun part, you could actually intercept these transports and steal their lootz, or go to a local "ICS store" to buy them at cheaper prices. Imagine finding a battleship, that is ofcourse badly beaten and needs a lot of repairing, for half the price 
They could even setup contracts to sell these to the highest bidder.
No good?
That IS good! It's even an ISK sink!
Actually, destroying the goods would be far better for the economy than selling them cheaply to people/allowing people to pirate them, in terms of removing money from the system.

ive got cans dotted around with ammo dumps and fleet battle loot, worth millions.
jsut not got round to get them yet. 2 years down the line, i still want them there, ive had fights where ive ran out of ammo and luckily i had a stash a system ahead. keep em.

Ok- some systems are a real disgrace - fully agree. When an asteroid belt has more cans than asteroids, something has gone terribly wrong.
However - this is (advertised as) a persistant universe, not PacMan. If I put something somewhere it should stay there until some sentient being comes along and does stuff to it.
Simply having cans "go away" for any reason would just kill the Eve experience of having a universe you can do things to as you please.
What I totally agree to and hope to see is either some kind of taxing in empire for cans that "Concord security" found or a way for non owners to actively wear them down.
That way they can remove cans that they feel do not belong where ever they are.
