I run into so many situations where im fighting a arazu or lachesis in my pilgrim that im willing to give up my own ew just so I can actualy lock..... I have long range targeting IV, max targeting range is 124km base..A sensor booster II would put me at 199.9km, is that enough to overcome 3X sensor damp II's from either recon ? They seem to orbit me around 35km or so, i need to be able to send drones after them...

hmm if am correct then yeah ur max target range should be somewhere around the 35-40km mark if not yeah send ur drones after them

To put it bluntly, no amount of sensor boosters could ever fully compensate for the dampening capabilities of a fully-skilled, rigged Celestis hull (be it T1 or T2). The best sensor booster is *1.6, while the best dampening is at around *0.25.
Due to our dear old friend the stacking-nerf, even a single damp could overcome all sensor boosters you might be able to fit, and getting double-dampened is, well, bummer. I won't even talk about triple dampening, they can reduce your base targetting range to under 7km that way.
So, it really all depends on the skills of the Celestis hull pilot.

your saying a gallente recon can damp a ship with max range of 250km(hard cap) to nothing....And people say nurf NOS ?

Yup, a triple-damp full skill and rigged for dampening Celestis hull (YES, EVEN A T1) will drop your base lock range to about 5% of original. 250km -> under 13km. And there's not much you can do about it

BTW, I run a duel rep cap injected tank, so i can make due with 2 neuts...

yeah i wonder to somethimes. i think 3 sensorbooster should (dude you dont want to kow how i would **** my tank like this) be able to counter 3 damps completely! right now dmaps are the iwinbutton (next to nos:)

That should work against a solo pilot, sure. How in the world you'll get first lock against a fast-locking ship, and then also neut at over 30km, that's your problem, I guess. But if you get first lock with your drones out and idle, the first hostile module activated on target will also cause drones to auto-attack.
Against a duo, you just have to hope the pilots are not quite fully skilled, and mostly unrigged.

actualy the pilot im setting up for is Chongus, he probably has 50+mill sp. I have infact fought him in l4x, killed his dictor buddy and somehow he missed a cycle on his scram or ran out of cap, but i made it into warp...
Luckily i was able to kill off his drones too, so his dps wasnt enough to realy hurt me...

BEst and pretty much only counter for dampeners is beign faster than the dampening ship. Or having a wingman that is faster
A combine pair of Gallente and Minmatar recons can lock any enemy out of combat position with no hope of turning the table again.
