Been playing since January. Been living in 0.3 space, doing PVE stuff, building up my skills.
Was flying a cloaked Huginn until yesterday when I was sneaking through a battle, checking things out. Didn't realize opening a wreck would decloak me, where I died instantly.
Seems everytime I go out for PVP, I die instantly. Need someone to teach me the ways of PVP please. Colonel Roc Wieler Merchant Marines

Head down towards Murethand. And i'll take you out and about, although my ship can sometimes I accidently lock the wrong target, then my scrambler activates and won't deactivated, no matter how many times I click it (lag), And out of the blue, my weapon systems come online, them too won't switch off either.

If you can fly a huggin, you can fly a rifter. Outfit a rifter. Attack someone with it. Figure out what you did wrong. Outfit another rifter, attack someone with it, figure out what you did wrong. The day you don't lose your rifter is the day you move up to stabbers :)

Done these steps. Gone through about 20 rifters, learning each time. Did the same with Stabbers. Gone through 9 of those. The problem I am finding about "learning what I did wrong each time" is that I don't seem to last long enough to learn anything. It's not lag. I just get killed very quickly.
Maybe I need to learn better loadouts. Part of the reason I moved to a Huginn was for the "surprise" element cloaking offers, but as mentioned, apparently I didn't research cloaking enough.
I thought that was the role I wanted, the ambush guy, now I am not so sure. Colonel Roc Wieler Merchant Marines

Its not just about the ships you use or how you fly them, its about knowing your apponants ships, bonuses and how he is likely to use/fit it in combat. Of course thier are a few exceptions to the rules but you'll find most follow guidelines when it comes to thier ships.
Drop me a mail ingame.. we'll talk.

It really is best to learn PvP in a gang. You also have to have a good knowledge of related game mechanics (e.g. everything will decloak you if you come within 2km of it; the aggression timer mechanics; etc)
In gang fights you'll survive a bit longer as you're not primaried. Also, 75% of PvP is picking a fight you expect to win without the other person (or FC) realising that.

Smell eBay all you want. EVE isn't my primary game. I train skills, and login when I can. Recently, that's been more often. I am a recreational player, not an eBay. I smell something also... but it's not eBay. Is that coming from you? *** Colonel Roc Wieler Merchant Marines

You could start by realizing the huginn isn't a cloaker - the rapier is the cloaking minmatar recon :)

Part of your issue is that you're trying to cloak a Huginn. The Huginn is not intended to cloak, as it's cousin the Rapier is, and can't use the Covert Ops cloak. This means you're incurring locktime and target range penalties, and velocity (while cloaked) is signifcantly reduced - all very bad news for this ship.
My first suggestion - as above - would be to learn to PvP in something cheaper. If you absolutely insist on fighting in Huginns to learn, then check out the ship fitting threads for a better setup and some tactics advice.
All of the Recon ships have a very specific set of strengths and weaknesses, and PvP in a Huginn typically means leveraging those strengths and running like the ****ens in any other scenario (hint: it's a nice gang support ship, not a great solo ganker).
