Hrm... 8 systems, 11 sites bookmarked, not 1 spawning stuff ...this was shortly after downtime too..
Most of them are "Rouge Drone" sites too
Anyone else having issues? I thought maybe there are just some ninja fast folks in my area that already scanned them down and completed, but wouldnt that (shouldnt) despawn the site?

hm.... funny that you mention this. i had 2 things happen to me today. i found RADAR site, killed all sentries and rats, and whn i've hacked 4 of 6 cans they were all empty. (but as i know drop is pure luck so sry for me here).
next, i check whole system with only on-board scanner (got 2x blood encounter and 3x drone encounter). i drop multispectral probe, click analyze, wait and i only got 1 unknown site. now, did CCP remove encounters from multispec. results? or is it really broken or sth really wrong with it.

Encounters do not show on multispec. Sig value >5 on Quests is ship scanner-findable "grope" site. It was like this pre-patch as well .

Yes I am having issues as well.
1 CovOps, 2 Drakes. First system cleared 1 Encounter, checked with onboard-scanner and site disappeard in less than two minutes. Started probing - nothing found - jumped into next system.
There we found two sites from planet 1 - nothing else. These sites were already cleared. One had some building left-overs which we destroyed.
Hopping back to planet 1. Re-scanned. Found 3 sites now. New site had already been cleared again with some buildings left. Padda-boom and back to planet 1.
Now all three of us started scanning. For 30 minutes. During that time we never got matching results - we actually found a fourth - empty - site.
Not only that. Never did anyone of us get the same result that he got 30 seconds ago.
Needless to say - none of the empty Encounter sites disappeard - which makes probing for Exploration kinda pointless.
Already bug reported it.

Multispectral give a reply saing "unknow signature", but that will mean anything from 1 to 9.999+ sites. It never give a number of encounter/exploration sites for kind of signal.

Again...unless I see something documented otherwise-the unknown signatures on multi-spec probes do NOT indicate "encounter" sites. Otherwise your multispecs would show buckets of unknown returns instead of the single unknown that gets displayed.
In every case dropping Quests revealed both the "grope" sites with very high signal values and 0 scan deviation while actual plex-type unknowns had lower signal strength values and some scan deviation from actual hit.

Mutlispecs tell you the TYPE of signals which are present in a system, not the number. So the one 'unknown' line you get back from a multispec is telling you that at minimum one 'unknown' site is present, now that could be either a plex, an encounter, or an escalation site, or any combination and number of each. Mutilspecs are designed to give you a binary answer on whether something is in the system or not, and a guide to the type of signal you should do further work for, that's all.
If a multi gives you a grav signal, there could be several grav signals in the same system

In that thread you can find various refrences by Devs to explorations sites being unknow signatures. For example I point you to post 230 by Zrakor, but there are several in the thread.

The multispec lists shows "unknown" for *one or more* "unknown exploration" sites or encounters.
However, the system is completely borked at the moment because many of the sites simply do not despawn once completed. I have bookmarked sites from last week which are still there.
Supprisingly, I also got a hit on a drone DED3/10 plex this morning using the onboard scanner (sig strength of site was 0.0055). Go figure.

I should add that the 3/10 did despawn correctly so it would seem only the encounters have the despawn bug/bugs. I bug reported a couple and they replied that there was a known issue, so hopefully a fix will turn up soon.

Until they are broken out seperately what is so difficult about only warping to the result that actually has a scan deviation of something other than zero on a Quest probe? Although I only bother probing systems with something other than "unknown" tbh.
