In case yall didn't see it, TomB published a revised plan for the alliance system and non-consentual wars here

Unless they base the cost of war on how many members are in the corporation, this will be a flop. It will only encourage massive mergers of corps in alliances to reduce cost while allowing everybody to participate in the wars.
More members = higher cost. If that is implemented then the thing will work.

I would say 500k isk per member and the isk should be paid at the end of the week period. So that all the ppl who have joined ect would have to pay.
if corps failed to pay all its memebers should take a sec hit of around -2 and be banned form declaring wars for a month.

I don't find that argument valid for a couple reason.
First, and most importantly, what you're talking about is intra-alliance politics. Telling smaller corps they have to merge and how the smaller corps respond are political decisions, the whims of those making the decisions. If it were possible to dictate the politics of an alliance through game mechanics, CFS might have a Navy.
Seconds, the prediction cannot be substantiated with any significant evidence. You can just as easily say the small corp would respond with "Here's Xm per week per war to keep our identity". You can just as easily say the Alliance leaders actually start maintaining a real war budget. You can just as easily say Alliance X will contract independant corps to wage a war against their foes to wage a campaign on 2 fronts, not having to pay for their members to wage war in non-empire space. And paying a substantially less sum for someone else to wage war against the same foes in empire space. None of those can be substantiated by any real facts.
What can be substantiated by fact is that:
1) The developers are decided that the war system will change to sa***uard from abuse.
2) This is Plan B. Plan B is lightyears better than completely losing the ability to wage a non-consentual war.
It's a compromise and the lesser of 2 evils, imo.
