I love the character traits that I chose, but I hate the Caldari ships and would rather fly Gallente ships. If I train to fly Gallente ships instead, is there any penalty on training times, or is it normal? Also, is there any penalty applied when flying another race's ships?

There are no penalties applied for flying another race's ships. If you choose to fly Gallente ships, they will perform just as well for you as they would for a Gallente character with equivalent skills. ----- That glorious ship is a Templar-class fighter, the sword of light and purity which our carriers shall drive into the hearts of the Minmatar heretics! |

No penalty at all, except of course that your skills as a beginning character start at 0 with other races ship skills.
Most players train to fly more than one race and swap between them as needed.

Absolutely none. In fact, as a new player, you might as well get started now, you can be caught up in a few days. Just remember that gallente ships are as different as you can get from caldari ships, so you're going to have to train a lot more skills than just ships and guns.

Yeah, I'm guessing 2-3 months until I can fly a fully pimped Vexor, but I'm prepared to invest that kind of time in it and I knew I would have to. I'm just glad I won't be penalized. I think I should be able to train Gallente skills up to equal my Caldari skills in 2-3 days.

No problem!
One other thing to keep in mind is that prices vary depending on your location. If you're flying in Caldari space, Gallente equipment and ships might be rarer and vastly more variable in price (higher or lower because it's dependent on individuals moving relatively small amounts into space and setting what prices they think are appropriate.)
It probably won't be a big issue for you unless you're trying to obtain more unusual items (and since Gallente ships are universally popular and Caldari space is well populated you should be OK) but as an Amarr in Amarr space I do notice the differences.
