I am doing level 4 courier missions. Very slow in an occator. So I looked through all of the new implants and discover the 'Rogue' HY-2, slot 6, increases warp speed by +15%. I also see a slot 6 that increases standing gains by 5%. Hmm, I think doing the 16 missions a bit faster to get more important missions is better. So I spend 79,000 LPs and 79 million isk and buy and plug in the implant. It does nothing to my Occator, the top speed is still 2.9AU/S. Well, maybe tech 2 ships are bugged, so I take my old Atron out for a spin. It still goes 5.9AU/S.
WTF? I thought I read that CCP spent 11,000 man hours doing QA on Rev 2? Did they hire 11,000 unemployed icelanders and give them each a 1 hour tour of the facilites? How can you miss doing a basic function test on the implants? DUH!
So I send in a bug report. 2 days later, I get a response. "Uh, we can't seem to see a problem. Please resend a bug report with error logging. Bug report closed" Are your QA people complete morons? The HY-2 says in details "Increases Warp Speed +15%". It does NOTHING. How hard is this to test? Buy one, plug in, get in ANY ship, warp to ANY other object in space, look at the top speed you attain. It is still the SAME as it was before you put in the implant. How can you not see the problem?
Fix my implant, and then hire people that actually perform a QA type function, and use the current QA crowd for something they are more aptly suited, such as holding back lava flows during the next volcanic eruption.

Welcome to EVE bugreporting. I trust you understand now why some people are reluctant to even file bugreports in the first place. Didn't get such an obvious nerve-breaking Q&A team failure myself, but I know the feeling.
Now, they could have tried to explain to you that MAYBE you're seing the wrong AU speed indicator, and that on their side, they did test it and it worked then. Maybe they thought you did a gangwarp instead of a normal warp, and there was a slower ship nearby. Maybe they thought it only happends in the case of a recent clonejump (not that this would be the case, but heck knows). Or any number of reasons where they might want to get more info.
Still, the only response you get is a standardized, copy-paste "need more info, repost, bugreport closed", with no extra details on WHAT info they might need... and especially, WHY. Of course, you could have spent a lot more time running the logserver, timing your warps before and after implant, detailing each and every little thing you did and noticed. But myeah, excuse me, maybe not all of the players feel like doing volunteer work, and a simple "this happened, YOU CCP find out why, then FIX it" is the best they can hope to get from such players (which, incidentally, might just be the vast majority).

oh and imo it's useless because the most time you spend in warp, you either accelerating to warp speed or decelerating to normal. I don't think the max warp speed implant increases the acceleration in the slightest. So the only places you'll notice better speed is where there are 50au or more warp distance... minmatar has lots of those though.

The rigs definitely work, I have 2 fitted to my Viator, gone from 9 au to 12.8 au. And yes it need just the same amount of distance to accelerate so I only briefly see the 12.8 unless the distance is over 25 au. I recently experimented with a variety of ships including my bestower, a shuttle and my hyperspatial rigged malediction that does 19.4 au/sec. All of them accelerated from entry to their maximum warp speed in 10 seconds. While their isn't a difference in time, you can see that relatively speaking a warp speed rig (or implant if/when it works?) increases acceleration, since it takes the same amount of time to achieve higher warp speeds. If acceleration didn't increase, it would take more time to top off.

The warp speed implants are more effective in already fast warping ships. For example my bestower would only get 6.48au/s (4.5*1.2*1.2) and 7.776au/s with 2 and 3 20% t1 rigs respectively. Only a 3.276au/s increase in the latter. My 2 rig malediction as I stated above: 13.5au/s*1.2*1.2=19.44au/s, an increase of almost 6au/s.

Just to illustrate the problem a bit more, I once sent in a bugreport of a drone BPO that whatever I do always displays a 800m AC. Attached a screenshot of it.
The reply was something like this: "Nothing wrong on that screenshot."
But I also reported the journal research tab freezing in Rev2, got a "unknown issue, new defect ticket created" reply and it is fixed in 2.0.1. I am still sceptical how that happened.

Yes, just got a new response: Thank you for your bugreport - ID:40691 Title: Hardwiring - Eifyr and Co. ''''Rogue'''' HY-2 Implant does not work We are already aware of this problem, and have added your bugreport to the existing issue in our defect tracking system.
So don't buy one yet, in a couple weeks or a month expect a fix.

#2 where do you get reply for bug reports? (ingame mail, or email... i submitted mine from the website in normal browser)

This is being fixed in the next content patch. All the new implants were added back in 1.4 or so - I made a newbie mistake when creating them and forgot to ask QA to test them. My bad
