Why would any pilot give isk and their ship they must be crazy, nicely done though
And how did he get so much isk to give away and be so stupid at the same time ?

1) Employ a noobish alt ( by noobish I mean someone who can run missions only badly a 3 month old drake pilot may be good for this)
2) head to a mission runner system ( 1 with high lvl 4 agents ) motsu or dodoxie are good examples
3) With noob alt post in local saying you cant finish a mission because a npc is too tough and ask for help.
4) When an unsuspecting mission runner offers help form a gang with them Noob alt should not be at war with anyone , so a npc alt is ideal you dont wanna scare off the Mission runner with join warring gang pop up warning.
5) Instead of warping to a mission , gang warp to a bookmarked ambush site where your pirate characters are waiting.
6) on arrival at the ambush the noob alt loots a can dropped by the pirates.
7) noob alt is now aggression flagged to the pirates and so is the mission runner he ganged
8) noob alt flys off , leaving the mission runner to deal with the pirates who scramble web nos him into submission.
Just a guess but is that close ?

You had it right up until step six. See here for the full scam.
If done well the victim only has a few seconds where it's even mechanically possible to realize he's been duped, and that's usually not enough time to take the correct action (quitting the gang).

Well it seems to me that he's picking on isk buyers or something along those lines. Amazing how many there actually are who fly around in that expensive fitting. I can do level 4s just fine in a normal ship and t2 stuff, surely we're talking minute changes in time to complete a mission? ---

Oh in the hands of people who know what they are doing faction stuff can give significant mission time improvements. But these mentally challenged isk buyers he mostly seems to hit probably take longer in their faction gimped ships than others in plain T1 fittings. And I say gimped because despite having faction stuff on them, the fittings seem to be horrible...
