If the pirate has a sec status larger then -5.0 then:
If you don't pod kill him and he fires back, the sec status loss -0.5%. What's actually very, very little.

If he has a sec status smaller then -5.0, then you can fire at him at will.

The 'sec status loss' is a moot point, really. Especially considering most pirates have -9.9 / -10 sec actually. I'd support smaller (or none) sec losses for shooting people under 0.0, but it wouldn't really change anything.

Of course, the point is - corps which *could* reliably deal with pirates are few, since it requires a good number of active PvP-ers, what most empire corps don't have. Low-sec is a beautiful place for soloers, and nothing is annoying about evasion.

I really don't understand why don't you want to evade pirates, if most complaints are actually about getting ganked and "can't do anything about it" It sounds like you want some sort of pirate-free card w/out actually making an effort. Low-sec survival requires making an effort. In fact, it's not that much effort, it requires some thinking and a bit of attention.
