it's just a little thing that is annoying me. it doesn't match my time zone and i would like to know if there is a way to change it so that it will be correct. thx

Fortunately, there isn't. The ingame EVE clock is extremely helpful when trying to coordinate start-time for operations in corp/alliances with members from all around the globe.

You may not realise it, but you don't want to change the clock.
It's in GMT (the world's standard time), which makes it very easy to co-ordinate people from different timezones. You just say 18:00 Eve time and everyone knows what time it is - everyone gets used to converting for their own time.
If you were to ask me to join an operation at 12:00 pacific time (or any other time-zone), my reaction would be to ask wht time is that in Eve time.

Also note that Eve time does not change with daylight savings time. It is nice and constant. Always useful as a common baseline regardless of where people are in the world.
FYI - all times regarding Eve are noted in GMT. That includes the post times on the forums, and any times/dates shown in your My Account page.

Actually I noticed this was not true, it does happen later in say Eastern Coast North America happens.

What now? Matalino is in fact correct. Eve Time never changes. Your local time may change though.
I used to get It. Then It changed. Now I don't even know what It is.
