or

Heat is a nice addition but two things need to happen for it to prosper: 1. The options to use heat should not be visible unless Thermodynamics is trained 2. The new UI needs to be streamlined a bit to make it easier for people to tell what modules are and aren't active.

I have the skills (SP wise, not practically ;p) to use Overheating and I like it. It's not intended to be something that you use all the time.

Since I'm still training the necessary skills I haven't actually used it yet, but in concept I like the idea. I've been in more than a few situations where I'd gladly sacrifice a few mods in order to gain a few more seconds that might mean the difference between having to replace a rack of mods instead of an entire ship.

I think it's a unbalancing factor in the game, at least for small combats. If you have this one specific skill, then most of the modules on your ship perform 10-30% better, at least for a while. In small (short) combats where one side has this skill and the other doesn't, it gives the side with the ability to use heat a decisive advantage far beyond that of any other single skill.
All else being equal, the difference between a character using heat and one not using heat appears to be similar to someone who has nearly every combat-related skill at 5 to someone with all of those skills at 1-3. I don't have the numbers at my fingertips, but I believe that heat gives shield boosters 10% to boost amount AND 10% to duration, for better than 20% bonus to overall effectiveness. Weapons have something like a 15% bonus to ROF.
My analysis of it is that it will have little or no effect on mission-running (no sustainability), marginal to moderate effect on 0.0 combat (with an advantage to defenders who can count on repairs at a nearby station over interlopers who must avoid using it), and a high impact on low-sec combat, giving a huge advantage to whichever party has this skill.

Cute idea, horrible implementation and certainly not worth the amount of work that was spent on it when there's any number of better things that could have been focused on instead.

Proper subsystem management would be nice, like kill your engines to boost your weapons. Heat seems half-assed.
But, I can't use it, and don't PvP much anyway, so what do I know?  -

If the time spent creating Heat had instead been used to fix the desync bug, the playerbase would have been a lot happier.

Personally I'm disappointed. Turning down your guns to overdrive your rep sounded interesting, it would have had considerable tactical implications. Turning up your guns, your MWD or whatever else until it burns out is less of a factor, less useful and less "cool" than the concept as it was originally laid out. The UI changes were seriously disappointing, loss of the CPU and PG gauges was annoying and the fact that no change was made to the Drone UI is a missed opportunity in the extreme. --
