Pirates find you in safe spots, Someone please explain how long range probes are used in conjuntion with "SNOOP" Probes...Im sick of not knowing...

Go search for a probing guide.
As a general rule, never stay in the same SS for more than 20 seconds (unless you're aligned at speed with your mouse on the warp button).

I'll need the serialnumber and productnumber for all your probes and then I might tell you at the scanrange.. And not least, the serial and productnumber for the scanlaunsher and launcherslot you put it on.  ------------ Dozar Klingz

All I have to do is get within 5 AU of you, and I can scan you out in 34 seconds.
A person with maxed skills can lower the scan time to under 24 seconds.
There is your answer.

Here's the basics:
I hit my local scanner (14.5 AU range). If I see a ship I want to try to scan for, I drop a 20 AU probe (spook) and scan (42 seconds on my covops w/o rigs).
If the ship has a big sig radius, I can typically get a warp target within 100 km off that scan, if not a warp-to-0. At that point I warp in cloaked, close distance, and then call in the cavalry.
If the target ship is smaller, I typically get a several thousand km accuracy target. I warp to this at 0 and drop a 5 AU probe (snoop). With a Snoop I can get warp to 0's even on interceptors.
Simple as that.
Think of probes like nets. When you only have a vague idea where the fish are, you cast a big net. The smaller fish fall through the holes in the net, but you can still get the bigger fish.
When you know you're very close to what you're looking for, you cast a small net (5au) and can catch anything and everything within that net.

Choice of probes is as much about situation as range.
SPOOKs can allow you to scan for a target without the target seeing your probes on scanner.
SCAN PROBEs can be used for finding ships, and with careless mission runners, you can scan for ships under the guise of being an exlorer.
On scanning itself:
First off, know your scan ranges. As a general rule, if you replace the first two digits (the 2 and the 1)in the scan range window with a 1 (effectively scanning at 1.4b km), punch 'scan' and the target still appears, he's in FATHOM range. If you replace those two numbers with a 7 (effectively scanning at 747m km) and still see him on scanner, he's in SNOOP range. If you replace them with a '5', he's in QUEST range (more on that later).
If he's outside of FATHOM range (1.4b km), you will have to use a SPOOK. You can also use SPOOKS for more seasoned targets whom you expect to check for probes. You need to pinpoint his approximate location and range by fiddling with the ranged scanner, and then warp to an object more than 14.5 AU from him. Once there, drop the SPOOK and you will be able to scan for him without him seeing the probe on the scanner.
Scan probes (QUEST/PURSUIT/SIFT/COMB) are normally used for finding exploration sites due to their powerful scan strength, but are excellent for finding ships, in spite of their short range. Use the probe type of the appropriate range and sensor type (magneto/gravi/radar/ladar) depending on the ship you're looking for. Scan probes shine at finding mission runners due to the fact that mission runners' effective sig strength (for scanning purposes) is greatly lowered. Hence, getting hits with recon probes on mission runners can take a long while...
Good news is that missions, like sites, usually go down within 4 au of a planet, so with a little bit of warping to and fro - or a lucky hit on his ship or drones with a FATHOM - you can get within range.
There's MUCH MUCH more to it than that - but those trix I keep to myself
