sorry, if you cant even run 1 LAR you should really stop thinking about L4 and do some skill training.

Off the top of my head.
1 LAR II + 3 CCC rigs + 2-3 Cap Recharger II
That should easilly give you enough cap to perma run a LAR II - polish your cap skills too mind.
Btw, some level 4 missions can't just be tanked with 1 LAR (if thats your aim)...but you will probably find that fun fact out sooner or later.

Seriously though i cant think of a gal mission BS that cant run 1 LARM indefinitly, that what cap chargers and what not are for. I have a hard time seeing any gallente BS unable to run 2 Lar's 23/7, with rigs and all med slots, especially since the introduction of implants. *snip* Your signature was not EVE related. Easy peezy passive cap regen:
High - whatever goes boom (350MM TII are my fav for 90% of missions, blasters for the rest of course). Mid - full rack of bartons, or TII cap rechargers. with TII cap rechargers and skills, you can drop a recharger for something more interesting. Low: 1LAR, 3x damage specific active hardners (double up on NPC's most dangerous damage type, IE 2x kin, 1x therm for guristas) 1x Damage mod.
Rig: Armor rep ammount rig is good, cap recharge (passive one) is good also, doubling up on either will do wonders.
With this setup I can run the LAR+guns with highest cap use ammo non stop plus hardners and never drop below 50% cap in missions.
Howevever, even with best repping skills (example BS 5, et all). You simply cannot tank ALL missions with a single LAR... But you can tank most missions easily... However, it is possible if you fit a full mid with TII rechargers, 3x cap rigs, and possibly change the damage mod for a CPR, or another hardner. But then your guns may still run dry from time to time... Even this might not be enough in some missions if you agro the wrong group, least not for my skills. So I typically run 1LAR and balance this with good DPS from the 350MM TII's.

ok fittet this and its make my cap stay around 55% whitout the guns running .
high blasters/rail mid 5x cap recarger II low 2x LAR II , 1600 mm plate , DCII , 2x EANM rigs 2x ccc and a nano pump
that fit make me rep 1243 armor / 11,52 sec x2 and have around em 80% expl 55% therm 65% kin 65% in resists

This permaruns everything with slight excess recharge (But not enough to drop any cap mods):
8x 350mm II
5x Cap Recharger II
2x Large Rep II 2x Rat Specific Hardener II 1x EANM II 1x Beta Cap Relay
2x CCC 1x Aux Nano Pump
If you use Kin/Therm tank (Guristas/Serpentis) this fit tanks roughly 920 DPS for those 2 resists, permanently.
Recharge: ~106/sec - Used Recharge: ~93/sec Maxed out cap skills mind you.

Everything run forever, but if you use hibrid while full repping you have to cycle repper or guns after 2 minutes or so.
The ship able to keep 2 lar2 active forever without rigs is Apocalypse, even with bs4.
4x Eutetic Cap Recharger 2x Large repper t2 1x beta capacitator power relay 4x Hardener t2
Without rigs or anything it works fine, if ya fit AC on it you can just forget about that.
BTW: even dominix can run dual repper t2 large, is nothing of strage you just need all relevant cap skills to 5.
If you have repair sys at 5 it become harder due to 5% more cap use of ur repper but it can be sustained at same.

Gist X AB, 1 x Cap charger 2, Hvy Elctro Mech Booster, Tracking Couputer II (well I have faction but you get the idea). AB is because I'm impatient.
Gist-X LAR (1750 rep in 10.5 seconds)2 Mag Stab II (or faction if you are me ) EANMII, 2 rat spec hardeners. Again faction, if you can afford them.
Drop mag stabs if req.
3 Cap rech rigs - no clawback penalty.
All I do is turn the rep on briefly then turn it off again.... -- Rgds Mike

8x425mm (i think prototype) 2 medslots to play around with (tracking comps, webs, a fourth recharger), 3 T2 cap rechargers 1 T2 Lar (or a domi repper if i want an AB), rest hardeners/eanm, depending on mission. most of the time i took 2 hardeners, 1 eanm and one damage mod.
the stuff that swarms you at the start and would put you in danger if you released drones right away can be a bit tricky, but all in all it was doable, and didnt take too long.
general playstyle was more of a sniping one, but it tanked very well. guns AND tank together doesnt run forever. i think even the tank alone would cap you out EVENTUALLY.
but setups that run forever arent quite as efficient as setups that need a little cap managment to work. because youre more optimized on other things than on your cap. if you have a setup, that never caps out, your most likely have cap you dont use at times, which equals wasted slots.

Drop the plate for a resist. Extra HP is not an issue in missions... if the incoming DPS is greater than your armor reppers can handle, you simply warp out. With Gallente BS 5, 2x LAR II, and 4 resist mods, as well as the armor pump, along with running missions in a group (meaning incoming DPS is reduced quickly), I don't think you'll ever have to warp out of an L4 in a Hype, and if you do, I'm sure the incoming DPS will be barely outpacing your armor reppers, giving you *plenty* of time to warp out. Taking one of those resist mods off in favor of a plate will make it more likely you have to warp out due to taking increased damage.
IMO, plates are useless for level 3-4 missions, although a cruiser can make its way through any level 2 mission by fitting a 1600mm plate as an HP pool which no L2 will be able to chew through, given that you're putting out decent DPS.
Also, fit rat-specific resists, not always an omni tank. As for omni tank (for Mercs/Drones), use thermal-kinetic-explosive hardener II's alongside a Damage Control II. DC II's provide almost identical resists to armor as EANM II's with full compensation skills do alongside hardeners, since EANM's alongside hardeners incur stacking penalties... but the DC II also provides shield and hull resists.
