So we now have Gravity Capacitor upgrades and PPH implants to augment scan speed. I don't have a 10% on my covops alt, but I have a 6%, and with his level 5 Signal Acquisition, Level 5 Covert Ops, 2 Gravity Capacitors and the implant he can complete a scan cycle in about 24 seconds. The 10% implant would bring that down to 22 seconds.
Is there any way to make it even faster than that?

afaik no and btw the explo probe scan time is 109 sec
got that on my alt :)

No, currently the fastest possible recon scan time is 21.87 seconds. Don't listen to anyone who tells you that Survey affects scanning speed with probes.

Ive looked for this implant and cant seem to find it in market, LP store, or contracts... does anyone have the exact name? How hard is it to get?

I figure that if you have the question, then others do too. Here is the thread carrying the new probing implants and the corps that have them in the LP store.
Here are the speed scan names (Taken from the thread listed above):
7-Hardwiring - Poteque Pharmaceuticals 'Prospector' PPH-0 (Slot 8): 2% faster scanning with scan probes. LP: 375; ISK: 375,000
8-Hardwiring - Poteque Pharmaceuticals 'Prospector' PPH-1 (Slot 8): 6% faster scanning with scan probes. LP: 10,875; ISK: 10,875,000
9-Hardwiring - Poteque Pharmaceuticals 'Prospector' PPH-2 (Slot 8): 10% faster scanning with scan probes. LP: 79,375; ISK: 79,375,000

the numbers 22 sec and 109 sec include 2 gravity capacitor upgrade Is.
you can't install 2 GCU II's which makes them pretty much useless...
