The named Mining Upgrades (and Ice too, I think) were disabled until they can get things straightened out as to whether the modules will stack-nerf or not, and taking them down to more realistic bonuses. (25% is a bit much, and I'm one that would really benefit from it too)
The modules will be reactivated "Soon" (hopefully with this next upgrade/downtime)
Yeah, they screwed up, and they're fixing it.....slowly.

Well personally they should do a stacking penalty and be done with it IMHO and activate them it is not that hard to do, I mean if that was the problem in the first place then they should have never put them in game until they had everythig locked down to the way they wanted it. correct ?

OK, let's see.. Fix Nano(BS) within about 2 weeks. Fix other broken PvP elements with 2 patches since the names mods came out. But, they haven't fixed, and have not made any comment on when they are going to fix them. I know PvP is a big selling point of Eve, but that's not the only thing on here. I could see waiting for 1 patch to see how to fix it. But, come on, it's been over a month now.
If nothing else, give us an ETA on when.
Now, off to train for the new ORE ship. :)

Filing a petition on such matters is not the right course of action, please file a detailed bug report at this link here so that the developers can look into this.
Do note that some bugs can't be fixed on the fly, they need thorough testing to make sure they don't break anything else.
