Tell me if I'm on the right track or if I've totally missed the boat.
It's outfitted with 3 strip miners (high), survey scanner with 3 small shield boosters (medium) and 2 mining upgrades (low).
I still don't know what to put in my upgraded hardpoints.
Also, I was told that I should be able to survive a fight against NPCs in low sec while mining, and that having Warp Core Stabilizers is useless as I should just let the drones kill them. Is this correct?
Any suggestions/improvements?

Also, I only have 50m3 space for drones. which ones should i put in there to survive against 0.0 NPCs in roid belts?

Check Ships and Modules. Hulks are not new player ships.
I used to get It. Then It changed. Now I don't even know what It is.

First, I personally would never take a hulk out to 0.0 without cover support. I'm not an expert at this but...
Dump the scanner.
Can you actually run the three medium boosters? I'd get one good named booster and try going with specific hardeners for the region I'm in - but this is just a guess really.
I know some folks use expanded cargo holds in low and rely on the squad/wing leader for the upgrades.Of course, if your in a fleet you'd have haulers anyway I suppose.
I'd put cargo upgrades in the rigs.
I'd use the 5 T2 mediums rather than 2 heavies. Use the drones appropriate for the region you're in, although I'm partial to Hammerheads.
Yes, check out the ships and modules section and see what they suggest. Which brings up the point - shouldn't this query be in the ships and modules section?
Do you really want to take a Hulk out to 0.0 alone? I'm not much on piracy, but when you head out to 0.0 let me know where you'll be please.

Should have:
3 modulated strip miners (t2) 5 light t2 scout drones (for defense) 5 miner 2 drones (properly skilled, can bring in over 100 units a piece, IE atleast 500 units) Use a scanner only if you care to target the rocks that have the most in them or if you are curious as to what the quanities are, IE a grav site. Low slots should include the mining upgrade modules, hulk can support two of them.
Sitting right next to a rock, use the mining drones as a 4th mining beam. When NPC pirates or aggressive players appear, pull in the miners and deploy the t2 drones for defense. If the miners are close enough you should have enough time to pull them in and deploy your defense drones.
As for what else should be put in the mid slots, anything you can think of that would give your ship more surviability. Just because your mining in high sec doesnt mean you wont be found by a ore theif or suicide ganker some day.

On the side note, fit 3x strips (t1 works best unless you have all the crystals) 1x small shield booster (faction, best you can afford) 2-3x rat specific shield hardeners or resistance amps (depending on your cap skills) 1-2x mining upgrade 0-1x Damage control II
Rigs: I usually go with cap recharge rigs to be able to run all the hardeners and the shield boost permanently, but you could use it for cargo or mining rigs I suppose.
I have tested this in Fey vs angel rats and it works well, it can tank lighter spawns fine, just don't get*****y and try to tank the triple bs spawns.

rats is alright with Hulk tanking 'em, but it'll be quite a painful lesson to take Hulk mining in 0.0 or low sec by urself, got it?

I belong in whatever the hell I choose to pilot. No I did not ebay the character, I have spent months upon months training for the hulk and mining in retrievers and haven't done much else, so I do not KNOW many aspects of Eve and what's right for fitting. Take your smart ass comments elsewhere, troll.

Then I'd say you've missed out on most of the game. Spending "months upon months" mining in a Retriever means you've basically done nothing.
There's a whole lot to this game, and mining is only a small part of it.
As an industrialist, have you tried building your own goods to compete on the market? What about researching a BP? Or possibly competing over trade routes with other players?
The astute out there may notice that none of the above involve shooting another player. But they do involve some of the more sublime aspects of the game.
What I'm really getting at is that you want to rush to a Hulk after apparently only piloting Retrievers, and not even Covetors. This screams of many things, some highlighted above. But what it really narrows down to is that you're power gaming to the ultimate miner without bothering to enjoy the rest of the game.
The mere fact that you want to fit 3 small SBs to a Hulk shows that you're not ready for one. You need to take the time to enjoy what Eve has to offer, instead of rushing to the biggest and "best" ship out there.
There's much more to the journey than the "goal" and you seem to have missed this point.
Stop mining Veld, or whatever, in your "uber" Retriever, and realize that Eve is what you make of it. If you spend all your time rushing to what you perceive is the "best" you'll soon leave the game, and we won't care.
If, however, you stop to smell the roses on the way we'll gladly offer you advice.
