Can anybody explain this behavior to me?
I have an item in station. There are two buy orders, one at 1 ISK, the other at 100 ISK. Why when I try to sell does it choose the 1 ISK buy order to fulfill, even though I'm in range and the minimum purchase is met??
This seems crazy to not be able to fulfill a larger value buy because somebody low-balled the region.

This is actually not working for me currently. I'm trying sell to a high buy order in range and meeting min sell qty, and it's trying to sell to a cheaper region wide buy order. Something is amiss can anybody explain, this could be a bug or known issue.
You are certain that the buy order includes the station where you are at, and that you have atleast the minimum quantity requested by the buyer?
In that case I would check to see if you are trying to sell more of the item than that buyer is requesting. If you have too much of an item, the system will default to the best priced order that will take all of what you have. Try using shift+drag to split your stack into a small pile.
Edit - buy the way, next time create your own post and link back to the original thread instead of bumping a month old one.
Yes I checked all that, range buy order quantity matched. When I view market details the higher buy order is green and my quantity exactly matches the quantity and minimum quantity. What gives?

Doh! never mind I see the problem. I was in the wrong station. I didn't read the entire station name and there were two spacelane patrols stations.

Something I find useful in this situation is to right-click on the buy order itself in the market screen and say Location -> Dock. This way there's no confusion possible, you'll be going to the station where the order was set up.
