If I remember correctly, wasn't the original increase in Caldari mass meant to combat dual MwD ravens? As that threats no longer present, lets give Caldari a little more maneaverability. It's a nice way to boost Caldari without nerfing Gallente or any other race.
As for drones, I do think of them as partly compensation for cap heavy weapon systems (hence why the Armageddon has one, too). Megathron seems balanced against the Apoc (8 turrets w/ damage bonus vs 7 turrets w/ damage bonus, so more drones) and against the Raven, because it has capless weapons, 6 missles with rof bonus (better than damage bonus) plus 2 high left for nosf. However, the Rokh does appear to be unbalanced against the Hyperion, both have 8 turrets and the Rokh doesn't even have a proper damage bonus, so I would have no trouble increasing its drone bay to match the Hyperion, so that the Blaster Rokh has more damage potential (or four webber drones, yaarrr!).
That said, it won't make much difference for the Rokh's primary role as sniper.
And yeah, Moa should definitely have at least 5 turrets.

rokh is a shield tanker so it has empty lows for 3 damage mods. its range bonus means it will be out damaging the hyperion with blasters before it can get in range anyway. dnt forget its 4 missle slots aswell. zero need to increase rokhs drone bay. beside why would u want a ranged ship to have more damage potential than a close range ship. thats backwards every way possible.
