For some rig bpo's there is a requirment for certain skills, these skills give a bonus that reduces the drawback on the mod.
If these are at lvl 5 does this give the skill bonus to the module so that it can then be sold with the bonus, or is it only for that character that built it. i.e the character that uses it.

its the users skills, not the builder. One can fly a rigged ship and get the bonus without the skills. But he will get the full penalty.
When an item is repackaged, one cant know who built it, because its not stored in the database. Thats why we cant have logos on ships etc, because of the way its stored.

kool, fair play, so to get the bonus for anthing ingame, its all todo with the skills of the character useing it cheers

Actually, that would be cool if you could make stuff with less of a drawback. But I guess the market item IDs would then increase by quite a few numbers... ---

Clarification: So long as the user meets the prereqs for the rigs itself (* Rigging 1), they can use them with the penalties.

Nope. If I plug a polycarb housing into a 'ceptor, then trade it to you, you can fly that 'ceptor, and get the benefit from the rig, even if you don't have Jury Rigging I, let alone Astronautics Rigging I. The only downside of this approach for you (other than the inconvenience of having someone else plug in your rigs for you) is that you'll take the full -10% armor amount penalty.

Although that does not, of course, prevent one day from the ships having logos of the pilot while flying in space :)
The goonswarm logo is just ASKING to be pasted on the outside of the ship :)
