I have often wondered about this career path in the game. How do you define a pirate? What makes a valid target and how do you find them?

Listen mate, the corp name is straight to the point. No beating around the bush. If it attracts pirates then its achieving what it is meant for.
The more pirates that come our way the better. More Targets = more fun.

Not easy but against most opinions I have to say: it works. I have to mention also that talking about anti-piracy strikes in your early days in EVE is waste of time mostly. It seems like a dream but one year later with good skills and more low-sec experience things can/will change.
Communicate, communicate, communicate in low-sec but you need patience to find the right people and get into some intel channels and figure out the social structure around an area. At the end mainly older anti-pie player have a list who's pirating or not. Your red/blue list will fill up step by step.
A low-sec system/area where your corp, friendly corps and alliances doing usual +carebear½ business is constantly frequented by pilots. At the end their action define their fate. If they run around for PvPing in our area they are defined as pirates to us if they engage our blues. PvPing and piracy is not always the same. But aggression to us = -3 minimum. Just some diplomatics can solve the case then if that was a misunderstanding.
Overall in anti-piracy groups you have some real addicted and great PvPers looking for red targets. The rest are clones doing missions, trading, manufaturing etc. and getting ready to join op gangs against camps or just looking for PvP. Some alliances or corps define themselve as pirates. So it's not hard to find them.
For me it's fun and exciting. I am anyway much distracted by reallife and it's fine enough to catch some pirates time by time. Anti-Piracy is not like piracy about ISK. It's a philosophy. Period.
