I would say a scorp.. it can tank a lot of rats and jam pirates to save the miner.

Unfortunately, you're not as much of an idiot as you appear. Scorp would probably be the best... although a falcon/rook might do pretty nicely as well. A Pilgrim periodically uncloaking will likely discourage solo pirates.

For escort work I was thinking I could just whipout my Celestis - but then we'd have to run from npcs - its too bad everyrace doesn't have its own ew battleship.

NPC rats are easy. You can passive tank those in a barge. Its the pirates you have to worry about. And as for dealing with them, would depend greatly upon where you were at, how many pirates come to play, and what they are flying.
If you are really being bothered, consider hiring a merc corp to run protection for your mining ops. Protection duty is generally boring, but some merc outfits will do it for a percentage of everything you make during the op, or for a flat fee of some sort.

A BS or command ship to tank npcs, cloaked falcon at 150km to deal with gankers. But looking at local is always the best defense against being ganked.

You suggested a Scorp earlier.Now you seem to be leaning in favour of ECM Drones and saying the Scorp isn't up to the job.So what ship should the OP use?

I was just making a comment to the "not every race has a ew-bs", the scorp is still best choice.

Ok don't bother about the tank. If you use a Hulk you will be able to tank the rats alone. Since you need a long time to train for any good defense ship you will have enough for the Hulk training. If not train your miner so he can fly a Mining Domnix. The Domnix with Drones can pretty mutch defend itself, even better in groups and can use Mining Drones and Combat and EW Drones in one setup.
Ew Ship is your choice for the backup.
Arazu! With 5 Sensor dampeners+Sensor Booster+Recon Probe launcher for really hostile regions. You don' want to kill the pirats you want to keep them from killing your mining boat.
Arazu can damp 3 targets more safe than a rook or skorp I would say (personal opinion). Look in local. Be aligned to safespot. If you always do those 2 you won't have trouble with pirates. Arazu can also mangae to get your miner and itself safely past 1-2 enemies camping a gate.
The Recon Probe Launcher so you can see witch gate is free needs some training so your able to make quick decisions. First decision is always warp drive online to safespot and should need no hesitation if a red/neutral enters local.
Pirates are mean and trained in their department  so don't think just cause you have a guard you are safe of them. It is always safer to mine in a large group of ships in 0.0 since most pirates fear to engage.

Here's an alternative.. it's not as effective vs player pirates as a scorp or arazu, but a command ship with a mining foreman command link in one of the highs could boost your mining amount even more if you want to be super efficient about the amount of isk per hour you make. It's not as safe obviously as having a specialised jammer or damper (though there's no reason a command ship can't jam or dampen without a bonus).
Though in my opinion and experience the best best defence against player pirates is keeping an eye on local and staying aligned to a safe spot, warp to it if anyone dodgy turns up.

What does escort mean? There is the role of scouting where a Taranis works well. The is also tanking which a Domi does well. Because it has OMG WTF PWNED drones and nothing can ever ever beat it. And they are FREE! FREE I TELL YOU!!!
