I can't quite decide which line of ships I wish to follow.
I started out with gallente, but I switched to caldari due to the better mining cruiser (I still haven't made up my mind whether I want to be a miner, but whatever...).
I haven't paid much attention to minmitar or amarr, but minmitar seems to be more geared towards hit-and-run type of operations. I have considered trying out amarr, but I wanted to ask here for suggestions first.
What's the general combat scenario with each race's ships? I plan on mostly ratting later on while doing agent missions, so a race that has plenty of ships for that type of thing would be great. PvP really isn't my thing. If anything, I want to work as a guard for a mining operation. Bounty hunting and pirating are not my thing.

Gallente and Minmatar are considered more for PvP. Caldari are considered more PvE due to heavy missile use. This allows you to predict damage volumes very accuratly and not waste ammo. Amarr ships are a LOT of work to use well. Lasers suck cap down real fast and cap is life in Eve. Any race can mine as you will be into barges soon in any case if you really want to mine.
To expand race choice is generally a gut thing. You can train any other races ships if you like. I like the underdog Minmatar thing, fighting the evil opressor etc

For a short answer, missiles rule in PvE, making Caldari the mission running king.
However, spamming missiles can get boring. Gallente are the drone and blaster experts. Amarr are the masters of lasers and capacitor. Minmatar are the duck-tape-it-together jack-of-all-trades race.
What you want to fly is completely up to you. Other than training time, there is nothing stopping you from flying everything.

Good advice so far. Would just like to add that, as someone else pointed out, Minmatar ships are considered jack-of-all-trades type of ships. Not that each ship is that way, but that each ship works so differently. One ship will rely heavily on shield tanking, another on armor tanking and another on speed tanking. That can make it hard to switch between ships effectively and requires a lot of skill training to fly them effectively. The good thing about that is IF you put in the training to fly them all effectively, you can always pick the right ship for the job.

As Modrak Vseth says Minmatar ships are skill intensive. Stabber is a speed tanker, Rupture an amour tanker, Cyclone a shield tanker, Typhoon uses drones as a large part of its offense etc etc. However once you get to a certain point you become really quite effective.

Hmm...what about factions? There are countless factions in EVE and I can't decide which one I want to work with. The most obvious choice seems to be the Caldari Navy, but most of the "big" faction rewards seem to be blueprints.

From my own experience thus far, I've settled on Caldari Achura for the stats and I found missles to be the easiest for mission runs. I'm hoping to skill up on Gallente ships for pvp and maybe Minmatar frigs so I can play with rifters. I don't know if this is the best approach but it made sense to me considering most skills aside from the racial ship skill itself applies to equipment that most can equip in some way.

It is more about choosing which corps to work for. Some of the things to consider: how many stations they have; do they have stations in a trade hub, and is it the primary station in the hub; do they have stations with 50% base refining yeild or are they mostly 35% base yield; do they have stations with medical bays so that I can get jump clones when my standings are high enough.
Edit - there is one case where picking a faction is important, and that is if you want to set up your own hi-sec research lab POS. Then you will need to select the faction based on where you want your POS located. However, in practice you more often choose the location based on your standings, not work your standings up based on the location.

It's hard to roll amarr, but they work very well in groups.
For someone who's not sure, I'd go with Gallente. It's a nice trade off between PVP and PvE and drones are really, really fun. ------ I am in blood! Stepp'd in so far that, should I wade no more, it would be as tedious as going over. -MacBeth |

I'd avoid Caldari Navy because it's so popular - the good-quality Cal Navy systems are always really busy, which means more lag, and less opportunities to see bits of the universe that other people haven't seen. Home Guard and Spacelane Patrol are Caldari-faction corporations that give out pretty much the same missions as Cal Navy, but they don't suffer as badly from overcrowding.
Assuming that you want to fly combat missions, bring up the 'show info' on an NPC corp and have a look at the kinds of agents that they have - 'command', 'surveillance' and 'security' agents give out a lot of combat missions, and for some reason 'legal' agents almost always offered me a combat mission. Pick a corp that has the kinds of agents you want to use in locations where you'd like to play.

Gallente are fine for missions, minmatar are fine for missions. There are so many things that can be done in a vexor or an AS while people want to make it in a passively shield tanked drake... Amarr has limited damage types, so it works very well against some rats (drones, blood raiders, sanshas), and not as good against others, but still doable.
Caldari is just the easy way for missions, and for those that say caldari can't pvp, they never took hit of some of my corpmate's torpedoes on a battleship... Just they are not great for solo pvp, but if you play alone, maybe eve is not for you, teamwork does miracles, groups of small ships breakings really expensive ones... -- Pocket drone carriers (tm) enthousiast ! The Vexor Navy Issue is much more fun than the Myrmidon !

The stereotypes exist for a reason.... Yes Gallente and Minmatar can run missions, it is just way slower and not as efficient as Caldari, so to actually get anywhere running missions, you want to go caldari. Yes Caldari can PvP, but they are lacking to the point where they are either going to be flying EWAR, or a crow <_<. Alot of this does depend on how you like to play. If you want to play just for fun and do not care about max efficiency then sure, play whatever race you want and just take it as it comes, if you are a min/max type tho, you will want to follow the trends and get the right tools to do the job at hand. -=^=-
