I have a POS up with Research labs on it. The POS has been up as is since before Rev 2(the guns got moved). My corp has recently joined an alliance, and I want to share my labs. What settings do I need on the POS and what do my alliance members need to use the lab slots?

1st of all i would imagen that the deferent corps would need an office at a station in the system, because BP's are installed from corp hangar's

Yep. I believe the default is unrestricted (ie, anyone in the alliance can use). However, they must have an office in the same system, and it can only be used for ME/PE research.

they removed that, your alliance cannot use the labs on the pos... =(
was in some dev blog, but i don't remember this one... it didn't work, was bugged would take to much programming to fix it... so they removed it...

Copy and Invention slots require the input/output to be in the lab itself. ME/PE doesn't require anything to be in the lab, so can be done remotely. Without adding something entirely new like 'alliance hangars' inside POS modules they can't fix copy/invention slot usage within Alliances. Nor can you use POS factories. ME/PE works fine though.
Before Copy allowed you to install the job, but the output went to an inaccessible hangar that you couldn't get at, so GMs had to deliver it. Obviously making a GM manually move an item everytime someone delivered a copy job is abit much, so they disabled copy (and invention which never really was possible anyway).

Can you alliance members fuel your POS, configure moon miners, access silos etc?

I find it to be extremelly unlikely as you need the starbase configuration role in the corporation to be able to do those things (If I remember properly - I was just an ice ***** in my last corp)
