solo / small gang:
6x 800mm AC, 2x nos web, scram, mwd, injector, sensorbooster 2x LAR, 2x EANM, 2x gyrostab
if you want more tank, switch one gyrostab for a damage control
fleet:
6x 1400mm 2x sensorbooster, 2x tracking computer, 1x mwd 1x reactor control unit, 3x gyrostab, 1x damage control 1x 1600 plate
replace with t2 where possible. first setup is awesome gank/reasonable tank with good skills. second one is cookiecutter fleet.

ahhh the Tempest 
I figured on a setup perfect for gangs:
6x 650t2's 2x Large Arup Bulwark Remote.
2x Heavy Cap injector t2 1x web 1x wd 1x mwd {named}
2x LARt2 2x t2 Active 1x dark blood\sansha\serp etc 1x EANM\DCU t2
Fills a support role brilliantly and without sacrificing the dps, but impossible to run without a 2nd cap injector.
Using the mwd to get in remote rep range of your buddies quickly.
This is imho the best setup in support and it doesnt use the lame nos

true but your 800 fitting dosent fit anyways..
if you are talking about Heavy nos... and since small/med nos is pretty waste you prob do
EDIT: after you have fitted 6 t2 800s and 2 heavy nos and mwd and injector there is aprox 192 powergrid left to fit 2 armor reps

6 x dual 425 II 2 x heavy dim nos
1 x quad or gist mwd( prefer this) 1 x t2 warp disrupter 1 x fleeting web 1 x cap injector 1 x ecm burst
2 x large rep 2 x EANM <-- dont know if this fits with the EANM nerf.. but did before 2 x gyro
and then armor repair rigs or speed rigs if you intend to roam alot

Me and some corpies decided to have group tanks instead of solo ones for 0.0 gate camping in our BS, so we each fitted 2x remote reps (2x domis, 1x tempest).
I used on my pest: 6x 800mms 2x Solace Reps
100mn MWD II X5 Web Heavy Injector II Warp Disruptor II Sensor Booster II
3x Active Hardeners 1x DCU II 2x Gyros
1x Falloff Rig 1x ROF Rig
Nice DPS and insane group tank, just needed good communication.

nah they really arent.. heavy nos is a pretty awsome piece of work.. and no medium nos isent really plenty imo

Its either that or leaving them empty, at least for me. Heavy nos only draws slightly more cap/sec than medium and the fittings reqs are insane. Plus theyre overrated since everyone and his mom has an injector anyway. Imflying this with a character who has every single gunnery spec skill to lvl 5 and im not spoiling that on 650s or lower :)

Use dual 650 and put falloff rigs. Also, it sucks when a decent inty/vaga/sabre points you from 15km and there isn't a damn thing you can do without a heavy nos/neut.

At the cost of longer locktimes? Seems like a bad idea since Minmatar electronics is shaky to begin with.
I happen to agree with the 800s with medium nos setup. If you can't tank a vega or anything non BB smaller then a BC (i.e. the overrated fear of vegas) with two LARs and a Cap Injector, then. .. well. . .you will have no problems. It is not going to break your tank, and you have a chance to take it down in three volleys if it gets its transversal and MWD wrong. Quite frankly, just use webber drones, keep them close, and when it comes into any kind of range where you can catch it, boom. Either way, you are shooting with a chance to kill, it has no chance to kill you. Now if its playing heavy tackler - then its a situation where you need to bring friends anyway. In either case, Vegas don't do massive dps, annoying as they are, they will not break a tempest's tank.

If a crow engages a tempest i really doubt he is thinking of doing a 1 vs 1 with it. The main reason would be he is tackling and waiting for his gang to show up.
And take this from a crow pilot, light drones dont work on crow, not even warriors. But yah they cant web u so thats your only escape route bar the nos. I personally always keep 1 heavy nos for this kind of situations.
