They are usually for sale in Rancer, cheap. Go there, speak to the locals, they have loads.
EC could work as well, bring faction stuff to trade with and youre sure to get a god deal!

There is a procedure in place for buying and selling GTCs, it's explained in great detail here. We also have an entire subforum dedicated to GTC and character sales and trades, which can be found here.
As a sidenote to the rest of you guys, please post constructively. Instead of "lol ur dumb" how about just linking him to the appropriate forum?
