Process I have followed:
- copy eve folder
- delete cache
- start EVE with /end /LUA:OFF (after the quotes)
- wait (ExeFile gets very busy in background for a while)
- I get 'Insufficient Priviliges; please run eve with admin rights'...which I am doing.
- I click OK, accept the license agreement
- connect...it aquires bulk data for a long while at close to 100% CPU, but the cache folder does not grow.
- eventually I get the option to log in, to be told "Local Session Corrupt"
- I quit the game, restart, and ExeFile starts again....I wait (not very patiently) while ExeFile cloaks and goes CPU bound for several minutes.
- And get told to run it with privs (which I am)
- I click OK, login, and hang at 100% CPU with the screen showing "DONE PROCESSING BULK DATA"...while ExeFile memory grows again...and eventually goes back to the login screen.
- when I try to log in, I am told "Local Session Corrupt"
...etc

Sounds your not starting Eve "as administrator" which is required to use the command you want to use.

I had this problem and it finally went away after i patched all my 4 clients, I have 3 setupo to run on Tranquility and one on the test server, I had patched the TQ server clients but not the test server, if you have mutltiple clients this may help.

Yeah, kind of agree. Sounds like EVE thinks I am not running as admin, but I am. I'm guessing a registry of file access problem, but no idea what/where.
