They seem to fill essentially the same role. What are the differences between them? Pros & cons of each?

Do a check info on them.
Nanofiber Internal Structure - reduced mass at expense of structure HP (12.5% less mass for T2)
Inertia Stabiliser - increased agility at expense of increased sig radius (20% better agility)
Meaning: Nanofibers give you better agility (acceleration and handling) and better speed when using a speed boosting module (AB or MWD). Reduced structure HP isn't a terrible drawback - gives you less buffer if you're using a damage control, but in a speed-fitted ship, that's not that terrible.
Istabs give you better agility (better then the nanofiber), but no extra speed, and the increased sig radius means you'll get locked faster & easier, and missiles hitting you (if they hit you) will do more damage.

I would also mention their value when compared to related rigs. The inertia and mass reduction rigs are both -15% while Tech II Inertia Stab / Nanofiber are -20% / -12.5%. This often leads to speed setups where you put overdrive/inertia in lows with mass reduction rigs.
Also, for bumping purposes their can be an advantage to having higher mass as I think that is part of the velocity transfer when you bump someone. I know I've had heavier ships bump lighter ships, and had the lighter ship move away much faster than the heavier ship was moving when it bumped.

the inconsistency (best way to describe it) between these mods and the relevant rigs is ridiculous... auxiliary thrusters are only 10%, making polycarbons the only speed rig worth fitting... a little ridiculous in my book, but for somme reason that's how they decided to handle it, forcing people to fit polys and OD/Istabs for speed tanks (or polys and ODs in the case of frigs)

I think thats one of the ways they tried to balance speed tanking, polycarbons are ridiculously expensive to make and the only speed rigs worth fitting.
