With such high skill requirements, and the ability to effect 200+ pilots with gang bonuses, why can we not have this skill effect fleet members outside the system?
Seems to me like a constellation wide fleet bonuses would be in order.

Interesting concept. Might also be interesting to have Wing Commanders give bonuses x jumps away based on the level of the Wing Command skill.

it would cause tons of lag and be horribly un-balanced.
If the enemy is bringing anything to the battle, that thing ought to be able to be countered or destroyed. Constellation wide gang bonuses remove that possibility.
It would cause tons of lag because each constellation wide fleet bonus would need to affect many people in many different systems which exist on different nodes.
If anything of the sort would be done, an alliance wide, or corporation wide "fleet doctorine" would be the better way[you can only set one, and only set it once every month or so, to be applied evenly to all ships of the alliance/corp]
You could even use the current racial doctorine skills where each alliance can only choose one, and only ships of the desired race get the bonus[so it actualy does promote a doctorine]. Or integrate it into the probably not ever coming factional warfare.

That is a lot of assumptions Goumindong, but you are entitled to your opinion of course.
With all the optimization going on, and the deletion of the old code of recalculating gang bonuses for any person that joined a gang, I doubt we would see much of an impact. All the code would be checking is if you were in the same constellation as the FC (true FC skillwise and on the fleet leadership tree). If you are, then you get his bonuses.

I think this would be a good idea. How about having a new skill that will boost area of affect of the basic leadership skills by 1 system. So at rank 5 you can give your bonus to ships up to 6 systems away (the system your in and the extra 5 from the skill).It could be an adv skill the requires leadership rank 5 etc.
[Goumindong: it would cause tons of lag] To be honest having 200+ ships in a system is gona lag anyway, so which ever way you look at it your gona get lag. If massive fights can get spread out a bit then it will help get the lag down
also that can help having a more tactical battle. half the fleet could be supporting the main base of operations wile the other half can be attacking their target (POS or Outpost etc) but all under the same command.
