I thought it was just a skill to permit me to own and operate storage containers.
Now that I have one, i see it has an "Anchor" menu option. I've been using it for some time without anchoring it - so what does anchoring actually do?

If you do not anchor your container, anyone with a large enough cargohold can scoop up that container without any consequences. Even if you have the container password-locked, all they have to do once they have it in their own cargo bay is to dock to a station and repackage the container to force all the contents to spill out into their items hangar. So you might want to start anchoring if you wish the avoid that...
Other notes on anchoring: The container must be at least 5 km from any object in order to be anchored, and you can only anchor in 0.7 security space or lower.

CONCORD provide consequences, not safety; only you can do that. |

If you can only anchor in .7, then in .8+ anyone can scoop up your container???

Yes.
All the anchored cans you see in 0.8+ space are relics from before CCP introduced the new anchoring rules.
