Sometimes, the devs start up the cluster and go on it themselves, to see how they are holding up. Or, they test the stability.
Last patch (Castor) the same thing happened (full cluster (0)) It's natural to assume they're testing the stability of the cluster and how it's holding up

During the Castor patch they did the same thing. It's a sanity check of the system to validate patch integrity.
They bring up the system, availible for themselves only to access. To make sure that Amarr is still where they left Amarr, Serpentis battleships aren't roaming in Hulm and the market isn't gleefully spitting out megacyte for 1 isk per.

Well he can't whine now it's 2pm, because the server is up and running and letting us in.

That was a bug in 1360, which for some reason they apparently haven't fixed. Only happens on Win 98 SE and Win ME, but doesn't actually matter (assuming it's just wrong and, like me, you actually do have DirectX 9b).

Do you not remember the last patch?
They bought the servers up in exactly the same way, only to find a major cause of dropping nodes (sororicide).
If the server came up, and was a little unstable, and you managed (somehow) to lose a sizeable portion of your fortune - say a buy order got lost or somesuch, you'ld be livid yes?
