Mkay, I've had this problem for a little over a week now. "Used up" my "available" petitions trying to figure it out, and I'm really really hoping that someone else can clear things up for me.
Problem:
My overview is jacked quite literally, Drones > Selected Item > Overview are all overlapped upon eachother, can "expand" drones and that is it. Basically I'm flying blind. 
I ran a search on the forums here for info, Found some ideas, Cleared my cache, Renamed my cache. Deleted the entire offending folder. And still the problem persists.
Then I moved onto the petitions... Surely they would help me  Well, they basically told me to do the same thing that I've tried, and yes it was in the correct folder location ( tried both of them actually )
So is my only option now to un-install eve, and re-install it just to play the game properly?

Un-installed eve and re-installed it....
Logged back on and the damn problem is still there... wtf

You obviously didn't delete your settings. The folder under winXP is in the path "C:\Documents and Settings\USER\Local Settings\Application Data\CCP\EVE\settings". (obviously the "USER" part of the path should be changed to what you "login" as) They are not in the eve\cache\settings folder as they were before the patch
If that doesn't work then: -You didn't do it right (Didn't delete the settings on the proper folder/user) -You are running vista and I don't have it to help you  -You are running with the /LUA blablabla option so your settings are stored in the eve folder.

My client started doing this last night also (july 22, 2007). I deleted the cache folder in the eve program files but forgot that they moved the settings folders into the windows documents and settings folder. I'll try that when I get home this evening and post the results. I hope that works because combat is unplayable without the overview.

Or how about in the year of our lord 2007, basic stuff like freaking settings work properly?
For the life of me I can't remember any other game where losing settings didn't involve major stuff like power or HDD failure...

This problem happened to three of us tonight. Blowing away all your settings is not a lot of fun, particularly when one has to reset locked-unlocked status on 100 Station cans every damn time, wasting an hour of our lives every night.
CCP, would you please fix this? You're making it real hard for me to get my friends interested in EVE again... bloody Windows Vista compatability patch...
Uninstalling EVE and reinstalling does NOT fix this, by the way. Those settings files aren't deleted by the uninstaller.
