I've decided to see if the grass is greener on the other side and start missioning for Amarr , problem is I have a - 4 standing with them. Will I be able to get to level 4 agents by grinding a particular corp or will I need it raise the faction as a whole to a positive before I get anything other then level 1s' ? When I check my agents for level II it says I need a -1.9 rep with corp , faction or agent but I have +2 with the corp so I assume I need to meet all 3 criteria then and not just one ?

You need to raise the "FACTION STANDING" above -2 (-1.9 according to a recent patch note, I haven't checked) in order to get have access to agents higher than level 1.
If you have -4 base standing Diplomacy V will get you above the -1.9 threshold.
Quick Summary You can always access any level 1 agents
for level 2+ You have 3 standings to that agent, PERSONAL, CORPORATION, FACTION If *any* of those three is less than -1.9 you can not access the agent - Period. Other than that, your Highest standing of the three gets applied to the agent.

Thanks ! , that pretty much confirms what I thought and will need to bust out that excellent repair plan to at least get to -2 as I already have diplomacy at 4 so start training it to 5 and just follow the guide.

The grass is not really any greener, but there are certainly some benefits in keeping your major faction standings on the sunny side of -2. It's not too terribly hard to recover that standings deficit using the advice in DMC's 'plan'. Once I discovered it it was only a couple of sessions work, after over a week of lvl1 grinding for very little benefit.
It can be a little awkward keeping things balanced afterwards, especially if your also trying to juggle the pirate factions into the equation. One AE4 with RFand suddenly I couldn't get Dominations lvl4 missions anymore, because I was relying on faction not corp standings. Juggle, juggle, juggle.
For future reference the epic arcs (lvl4 and lvl3) are useful tools to boost your faction standings, with littl cross-faction loss, once you've got things a bit more even.
