I want to run level 4 missions in high sec because I am thinking of pimping out my ships to run the missions fast.
Ideally, high sec to me is as close to 1.0/0.9 as possible.
Is this possible, and is it advisable?

Well, level 4s sound as if they should be hard. For me, the hardest aspect of Eve is PvP! Therefore, I want to stay in high sec, but being able so do this sounds too good to be true!

Find an agent in 0.5 in a system not too crowded.

Use the following as a guide to picking out agents if your primary goal is to never go into low-sec. They are listed in priority as it will be hard to maximize out all three. With the recent addition of the LP store, there are very few reasons to ever go into low-sec (the only one I can think of is if your doing a multi-part storyline and a dumb courier mission pulls you into low-sec - and you really, really, really want the factional standing).
1) Balance the quality of the agent vrs the sec status of the system. Idealy you want to have the highest quality agent you can find in the lowest (.5) sec status system so that you get better rewards.
2a) If doing combat missions, try and make sure the agents system is not within 5 jumps of a low-sec system (most of the time, combat missions keep you within 5 jumps. Also, as you gain status with the agent, they tend to offer closer missions)
2b) If doing courier missions, use 8 jumps as a guide 3) Look for other agents close to your primary agent that are within the same corporation. if they are within same sytem the better - otherwise try and keep them within 2 jumps. In this way, if your primary agent offers you two missions within 4 hours that you dont want to do (i.e, low-sec or factional), you can still conduct missions for the corporation and gain LPs (albiet at a reduced rate) until the 4 hour timer is up and you can safely decline the 2nd mission and start using your primary again.
Using the above, you wont have the "best" agent available but you can mitigate the potential of getting ganked in low-sec. As an added bonus, you wont have to deal with the lag and griefage in the normal mission-hubs.

As the previous poster said you can get decent high sec level 4 agents without the risk of running inot lowsec. Maybe not the greatest but good enough.
The point about trying to get multiple agents close together is a good one - I have 3 level 4 agents I can use within 3 jumps of each other and all but one of those never offer lowsec mission, the third only does so very rarely. this lets me decline missions and still keep busy.

Also, check to see where the nearest storyline agent is, and if they are from the same corp as the corp you are running missions for. If not, you may get storyline missions from some other corp, which helps your faction standing, but not your standing with the corp your running missions for.

Keep in mind that running missions in lowsec and 0.0 is significantly more profitable in terms of rewards per mission. I get about 12,000 LP max per level 4 Angel Cartel mission in 0.0 and I don't have my social skills super-maxed out or anything. Most Empire mission runners might get 7,000 or 8,000 I think. Plus, pirate factions have different LP store rewards.

In a well constructed ship with decent skills, you can solo the level 4 missions. But as a new player, you might have difficulties funding and fitting a Battleship  |

even in high sec anyone with a scan probe and salvage-loot-suicide BS can drop in on u and give u hassles or steal youre loot its all perfectly legal. So no where is safe but avoid motsu,aunia and othe rmission hubs for quiter areas in high sec and u should be fine

Someone said it before, but I'll mention it again, don't group with anyone you don't really know. Basically, and I might be missing somethings, but if someone groups with you they can gang warp you to the 'mission' which is actually some random safespot, midwarp they invite someone who is at war with them, making you a valid target.
