Where do the Logic Circuit and Power Circuit come from? They don't seem to exist in sufficent quantities. I have plenty of BPCs but no materials to build them...

Well from what I know, Tech II rig parts are only found on Tech II player ships, or from Faction/Officer NPC spawns. This means that they aren't really in huge public supply, as most people killing Tech II player ships and salvaging will probably be using the parts themselves, and Faction/Officer spawns aren't hugely common. Combined with the fact that not everyone salvages and the reasons for the shortage start to become clear.

97% of the cost of the T2 rigs is the materials, rather than the BP.. sad but true.
T2 ships and officer spawns dropping 0-3 bits at a time takes a long time to build up, rather than T1 salvage which in itself being expensive, despite dropping from nearly every rat and ship.

1 part of T2 salvage is worth 15 - 50 mil .... that should tell you how much the final product will be worth :P (billion isk rigs FTW!)

T2 Rig manufacturing is a pain in the arse...flying 20 jumps to pick up an overpriced component 20 times...Fairly high skills to build (especially the imbalanced laser rigs), then there's the actual shifting of the built T2 rig - people wont buy most rigs because of the very high cost and heavy drawbacks.
I'll take the BPCs off you're hands though if you like...I'm collecting them on the off chance the Dev's may change this in the future.
