6x AC, salvager, tractor AB, 4x cap recharger 1x faction rep, 4 hardeners, 1 cap power relay
dronebay: 5x hobgoblin (t2 preferable) + 5x hammerhead
for rigs i use the +15% armor repper, -15% armor repair duration, and -15% cap recharge.
i keep several hardeners on hand, for bloods 1 em 2 thermal with a damage control. for guristas 2x thermal 2x kinetic. for angel 2 exp, 1 kin, 1 therm (i usually replace a cap recharger with a cap booster and the lower cap power relay with a 2nd t2 armor rep for angels.. as they tend to be extremely difficult)
Depending on yoru cap skills you can drop a cap recharger for a painter to help your drones kill the dangerous frigates (t2 scrambler ones) but this build is mostly just intended to keep the armor repair on 24/7, so you never have to worry about it. Oh yea, I don't have hull upgrades 5 cause i just don't armor tank much aside from my tempest, so I only use t1 hardeners.. just fyi.

Highs 6x 1400 howies t2 2x limos cruise launchers
Mids t2 Afterburner t2 large shield booster Invul field target painter t2 tracking compter
Lows 4x power diagnostics t2 1 tracking enhancer t2 1 gyrostabiliser t2
You can run all mid slot mods for a long time before you drain the cap. Alternative for long range 100km + is to swap out the invul field or painter for a sensor booster.
A t1 version of this ship setup also works well

I think it would. I haven't used a Tempest in a mission, but my Maelstrom cleans them up faster than ever (ofc, I am more skilled now too).

Having a tractor and salvager fitted drops your DPS, and thus makes missions take longer, but you more than make up for it by salvaging. Alternately, you can fit out a destroyer to salvage, and just BM a wreck at each stage, and come clean up after you turn in the mission (which clears out all the other junk).

Maybe rigs if you have isk, but I consider missioning ships throwaway ships. Takes some skill to pilot without dying, so go with Maelstrom.
BTW... I still would choose tempest over maelstrom because of its far superior speed.
