I don't care about cargo space i just want loads of mining lasers to test.
At present I have an Osprey with 2 miner II's and 900m3 cargo and fill cans up with that and then empty with a badger.

why dont u put 3 miners on the osprey?

Also check the Mining upgrades, they increase the amount of ore you pull per cycle.

An osprey with 3 lasers and cruiser level 5 is like 6 mining lasers.
The rokh is way better at mining, you get to 8 lasers and have tons of CPU for laser upgrades.
Use co-processors if you don't have enough CPU on your osprey, increase your cruiser skill to 4 if not done already and the osprey will have equivalent of 5,4 mining lasers because of the bonus.

If you use the best named mining laser upgrades a Rokh can outmine a Hulk. Of course the best named upgrades are rare and going for around 600-800 million each so a bit pricey but technically you could do it. 
Of course you would be moving ore so fast out of your cargo it would be a major pain and CCP has said they are aware of this and will be adjusting things (sounded like a stacking nerf to MLUs) so the Hulk regains its spot as the best mining ship.

1 missile launcher is more than sufficient in hi sec to deal with rats. I used to mine in a 0.3 with an Osprey and 1 launcher and it did fine.

1 tractor beam
arterbuner
2 mining upgrades
and a cpu chip
two T2 drones to protect me
and a small and medium secure container which gives me 570m/3 ish cargo space

Takes the burden off you and frees you to do mining.
Hi-sec, never ever ever needed a launcher, just T1 drones.
2 T2 drones and 1 launcher for lo-sec?

On the rokh issue,
In some circumstances a Rokh is still a better miner than a hulk.
1. Busy High Sec systems - because roids pop so quickly a 3 minute cycle time can rob you of a lot of ore. Miner II's having only 1 minute means that you actually bring in more ore per hour than a hulk can unless you micro manage the hulk (ie turn of the strip miners every time the cap gets to 90% forcing it to cycle)
2. 0.0 - because the Rokh can solo mine and tank better than the hulk.
More on topic, yeah Ospreys as fantastic little mining ships. In fact I used to be able to keep up with my mate in a retiever in high sec mining back in the day. I used an assault launcher and a couple of drones for defence and never had any problems all the way down to 0.5 systems. I even mined 0.4 in it and the NPC rats did not threaten it.
