So I just started playing again, I only have two million skill points right now; so I thought if I should do it do it now.
Right now my attributes are as followed:
Intelligence7 Perception14 Charisma6 Willpower14 Memory 7
With learning skills of
Iron Will Level 3 Learning Level 4 Spatial Awareness Level 4
I did this knowing that Willpower and Perception were the fighter attributes, which is 100% of what I will be doing. But now reading around I see a good balance is better? True?
I am also worried becuase, as I have also now found out, Caldari (which I am) are not as good for PvP, as say Gallente. I just got done training Caldari Cruiser 4, and after that I will start training excluisvly Gallente for PvP. Would it be better to just re-roll and start our fresh or just train Gallente on my current guy. Just need opinions, I am lost. Thanks.

Hi Hun :)
First, your attributes can use some work....try to get Learning to 5 and the advanced learning skillbooks( Like Clarity and Focus) to 3 so youll have a lot more attributes all around, thus making your skills train faster.....wonderful in the longer run and even noteable shortyl already too. You should try doing this before you work on your desired race, gunnery/missiles and ship fitting skills 
The general consensus is indeed that Caldari is more PvE orientated while the Gallente are the top PvP race.....thats mainly due to how Caldari ships work...missiles...they might hit every time but take time to hit and a lot of time to relaunch them, thats not really ideal in PvP but...it is possible..it really depends on what you want to do. Personally I like BOTH Missiles and Drones so I am stuck between Caldari and Gallente at the moment ^^ .
Know your playstyle and then choose a race to specialize in :)

The Caldari vs Gallente is what you fly, not necessarly what you roll up with. I fly minmatar now for pvp but cald for pve.
Now, as to the skillpoints, Caldari Achura Invetor Prospectors have the best initial starting attributes. But what you have is pretty fine. Just get your first tier learning skills to 4 and your second tier to 3 quickly. Then do the second tier to lvl4 inbetween big skills. Also, don't forget implants. I was sorta in your situation too, albeit with too much intelligence/memory instead of too much perception/willpower. I made an alt that was more to my liking and then used evemon to check how long it would take for the two characters to reach the state of PvP-ability that I wanted. As it turned out, my first character would train my plan faster than the alt I created specifically FOR that plan. So, I made the decision not to reroll. I would suggest checking to see how long it would take your current character to fulfill your skill plan, and how long it would take an alt, and whichever reaches your target faster, stick with that one. ---

Yes, you should re-roll.
You have a silly name made of lower and upper case characters because you thought it looked trendy, when in fact it looks daft and nobody in game will take you seriously!
(no, don't - It'd be a waste of the month you've put into the character you have, starting again from scratch will just annoy you, work with what you've got).

no. never reroll. you make an alt if needed but never delete characters. if you have even 4m SP and are willing to pay the transfer fee you can make some money off your char. but even still, if you trained up some generic skills (electronics, engineering) already, rerolling is pointless, just keep going with what you got --- History is written on the sands of Arrakis.
