Same here... Trial account got me upgrading. And you're bang on about petitioning them, the GMs are pretty fast about it.

If I read that right... exercise in futility, since there are other ways to advertise outside of the chat/EVEmail system. I once saw a jetcan being used to advertise their 'services' in Duripant some time ago, and I don't doubt for a second they're still trying that little stunt.

What's that supposed to mean? Your idea falls under "Two birds with one stone". The sellers are stealth-blocked from all chat functions (while still giving the illusion that no block exists), meaning nobody sees their ads in chat, and even if they realised something was up (which would most likely happen eventually), then they'll also find that switching accounts is futile.
BUT! They can buy some cheap ammo, drop a few jetcans here, there and everywhere and relabel them, and they can still get their ad across to peeps without abusing chat and EVEmail.
Your idea won't work. They're craftier than you think.
