I got a problem with learning skills. just started to play and i wanted to increase my skills but somehow it doesn't work out... can anyone please tell me where the problem could be?

I can't see how you wouldn't be able to train skills. It's pretty simple. Right click on the skill you want to train, and click on train. It will then count down the amount of time left to train the skill. I believe it covers this in the tutorial. If you need a skill you don't have, then you need to buy it off the market, and right click and select train on the skill in your hanger.
If you are doing that and it isn't working, this means that there is some kind of bug. Log out of the game and then log back in. If that still doesn't fix it, then send a petition to the GMs asking if they can start your skill for you, and submit a bug report. If this really is a bug it's a serious one and will be fixed quickly.
If you are on a trial account and attempting to train a skill like *Races* Industrial, then the problem is simple. Some skills, including the skills to fly haulers, are limited and unable to be trained on trial accounts. This is to stop their abuse by ISK farmers and other dodgy types.
If your problem doesn't fall into any of these categories then please post again with more information, detailing what you are trying to do, and what you are doing to try and do it.

You may need to buy the skill on the market before you can train it. If the skill has a level (from 0 to 5) displayed at the right, you already have the skill and can train it to the next level (unless it's at 5, which is the max).
If not, buy the skill book on the market, right-click the skill book and select 'train'. You will then start training the skill from level 0 to level 1 (which will take a few minutes, but you can abort it and start training another (new) skill if you like and continue training the skill later). =AFK=

Also some skills train faster than others based on your skills. If you right click on a skill and look at "Show Info" You can get details on it and see how high your learning curb is for that skill.
