This problem has bin in the game from day one.
NPC can target you at such large range not even a PC battleship can match that. Its silly and sad.
Missile, the screwed up aswell, when NPC controlled. The can and are fired at an extreem range what the missle type should not be able to do at all. No doubt that the missile problem might be related to the target locking.

NPCs should be just as powerful as players. They should have to reload like players. They should have a capacitor like players.

aww what fun would that be? then they would have to replace ships like players... have miners like players... which I think they should so that people can hurt an NPC corp by killing its miners, there by driving up prices that the corps are willing to pay for items and making a shortage FOR items... also it would cut down on the minerals that an AFK miner can strip mine.... just my 2 cents though From Ashes to Ashes... I personally have no problems with NPC having extreme abilities. I just want all mods to effect them. I tried to use range reduction mods (remote sensor dampeners) on a npc rat once and they didn't work. Hell I have seen a thorax flying rat fire heavy missiles at me. I was like What!! I guess he had it modified the luck bugger =)

NO problem with them having unlimited cap and ammo, especially as they dont tend to use shield boosters from memory.
The range of both targetting and weapons is a little extreme though. Fine if theyre using tech 2 stuff but their targetting ranges go way beyond what even tech 2 ships and modules would give, or so it seems.

I had an encounter with some Guristas. 4 Kestrel's (12.5k) and 2 Caracles (40k) rats.
I had warped into the belt at max range, and they were over 60k away from me. They locked me up and started launching, even the Frigates. I kept them at 60k minimum. The Frigs were firing tech 1 light missiles (25k range) and the Cruisers tech 1 heavies (50k), and they were ALL hitting me outside of 60k.
After pounding on them for a bit (cruisers were tough to take out), I started to pull away cause all those missiles were flatlining my shields, even with the booster running. THEY CONTINUED TO HIT ME PAST 95K!!
Either they give us the same missile ranges, or they fix the npc's to behave like the rest of us. No more artificial 'boosting' to make them 'tougher', this wasn't right.
