I'm to tired to figure this out... I can almost see it! and then I fall asleep.
Is the nos change a boost or not for minmatar ships? please some awake person explain this to me :P ----------------------------------- I'm working my way through college target CCP |

I dont think it is.
I fit NOS because I cant fit all turrets anyway, I have le sucky missile skills and I prefer to put NOS into spare slots but in a fight as with most minni I have alot of cap seeing as we dont use any cap with projectiles so chances are we're gonna have more cap then teh enemy, even with both runnin reppers they'll still be burnin up more probably so we'll always have more.
But meh im just guessing and also imagining what it'd be like to lose a fight because my tank broke and not my cap wow........wouldnt that be odd, fights would be about damage and not cap

Depends on the ship. I do a lot of active tanks, especially in the command ships. Less NOS out there will be great for me in that respect, Claymore/Sleipner's only real weakness was to NOS, since they are mainly active shield tanks.
Vagabond/Stabber definitely see a boost to effectiveness.
No change in the fact that you can always shoot proj/missles, most Minmatar stuff never was too cap dependant except for explained above.
So it may be a no-change situation, it could be a small to big improvement, but I don't see any harm.

Its a boost I think.
Youre vaga / stabber / minny ship will be able to use nos to reduce the targets overall cap (lets say you both go down to 25%). As typical minny set ups use less cap than other races you'll expend your 25% remaining cap slower than your opponent.
Now this would happen anyway - but you'll just finish them off faster.

the neutralizer change should be...neutral to most races. I can only think of it as a boost to Amarr since they have the cap advantage, usually. Unless you consider a boost to another race a nerf to yours, you shouldn't have to worry about much. It's in cases like those who use NosDomis or in your case, you fit a lot of nos to a tempest.
I suppose it could also be a boost to everyone since they'll have more cap to work with unless every starts to fit neuts

The NOS nerf boosts:
1) Amarr. They use so much cap with their tanks and weapons they will almost always have less cap than their enemy. Meaning they can get power and their enemy can't steal it. 2) Heavy dual-repper tanks. For same reason as Amarr, you use so much power that you are going to have less cap than your more efficient friends. 3) Heavily tanked ships against multiple opponents. Since you can spread NOS across your enemies you are more likely to have cap to draw on. Your enemy won't be burning as muchhence will have more cap. 4) Speed tanks. MWDs suck power. You generally will have less cap than your enemy.
Nerfs: 1) Slight nerf to gangs vs solo ships. You can't suck your enemy dry but they can feed off your ships. 2) Semi-passive tanks. The crappy cap recharge on a dual invul-field drake will die really fast once a ship can start NOSing them. If your enemy runs low on power you WILL get sucked dry, a little more and your Invul fields drop.

I'd say it's a very mild boost to minmatar. There is a somewhat reduced risk of losing your ab/mwd to a nos attack post-nerf; also the hurt inflicted by a nos attack has been reduced from 'outrageously nasty and unbalanced' to 'pretty serious', and minmatar are not traditionally nos users.

Its a huge boost.
Amarr lost their 2 semi-decent solo ships and sabres and vagabonds got a big boost.

If you think solo ability has to do with dps or tank, you need to get out of low sec.
Solo ability is speed and being able to escape and being able to pick your targets. I don't care if you are flying a full faction fitted, imperial appoc, or some half baked amarr missle boat hybrid, they are not solo ships.

it nerfs minmatar:
after a cap charge, you have more % restored.
example: guardian vs scimitar both at 0% cap and use 800's (sry, logistics has been my thing lately)
- guardian with a large cap battery II ends up at 36% - guardian ends up at 53%
- scimitar ends up at 64% - scimitar lacks pg to fit a large cap battery
36% vs 64% - the "fuller" the merrier for nosferatus - putting the gist back into logistics |

Nos change is a boost to ammar and a nerf to all non cap intensive ships. Minmatar ships usually have more cap (in %) than other ships during combat. So Minmatar ships will suffer. While ammar ships drink cap as nuts so Nos will continue to work for them.
