Look at the market. Has it been affected yet? If not then no. If yes then maybe.
If patch-watchers have already bought up lots of neuts then there is a chance it will be impacted, but if they've ignored them then it's likely they won't.
In any case, you're prob too late.

The patch updating Nos & Khanid Mk2 is not imminent. I don't expect to see it ready for deployment before September, so any runs on neutralizers probably won't happen until the changes are finalized, and people proclaim that they're now uber.

Also keep in mind that these changes are by no means definite; they are still up for grabs and there is a decent chance that they will change before implementation.

Basically if there is a forum post saying they are jumping in price then it's already too late.
The people who would decide to buy them all up to jump the price are not the kind to wait for others to decide on things. So if you have to ask if the price is going to jump then it likely won't be. If you're hesitant enough to have to make a post then you're far behind those who do the speculative buying.
The reason no one has bought neuts up is because they are a horrible investment. The production capability for neuts isn't even close to met. Perhaps 1/20th of the production capacity is used. Trying to buy up all the neuts on the market would only cause the production to ramp up. The people doing all the buying would lose millions upon millions. Unless the demand grew 10-20 times of what it is now there would be no way to increase the price over the long term as there is just so much spare production capability.
Without an actual boost to neuts, rather than just a nerf to vamps, you shouldn't expect neuts to ever go up in value to any significant degree.

Err, the top named medium neuts just went from 1 to 12M in Jita, 99% owned by 1 seller.

There's a difference between normal/T2 neuts and best-named/faction. The former are unlikely to rise dramatically - as pointed out by Shadarle, production can easily outstrip demand on them. The latter (best-named/faction) is where any speculation and heavy price rises is likely to be. Glad I stocked up TS medium neuts for my pilgrims/curses a while back when I could pick them up for less than 10 mill each.

Still, there are plenty of modules out there to trade on without taking a risk on something. Especially since nos will (likely) decline in value as more people find out about the nerf.
