OK - how where are the guidelines so I know what is a legal dock and what is illegally docked.

CCP are removing all Amarr ships from the game, they're using this concord impound thing for Role Play reasons.

its to stop thoes amarr terrorists from parking ship boms in my Fellow Minmitar stations and setting off bombs. so if they are illeglly parked concord moves them

Oh dear CCP what has concord done.
First of all you overfed the hamsters on donuts just before DT so they couldn't fit in their wheels causing the server crash yesterday, now you are not letting them park their ships, or towing them, when they get to work.
Prepare for server outages as they will be too busy at the concord pound reclaiming their transport.

Why can't CONCORD do something useful, and disperse ships hanging round and blocking undocking ports?
