If they can prove that the part of the NP that they want to partition is connected to their continental shelf, then under UN rules it's theirs. (Ironically both Russia and the US have permanent Security Council seats so they would have signed this agreement decades ago themselves). Russia is probably scared that the US is trying to "empire build" in the Middle East for the sake of oil; which is probably true. Hell is other people's ringtones.

Yes, also there are a total of 5 countries with equal and valid claims. Dont forget, Russia has to convince the UN of their claim, and I really, really doubt they will be able to.

The US has a flag up there but technically we don't claim the land. There was a article years back claiming that the US was selling deeds to plots of land on the moon but it just turned out to be a hoax. You have to back up land claims with citizens of your country actively using the land. This is why Canada has to fight to keep a hold on alot of the Arctic islands, no one wants to live 1000 km from civilization just for a lousy tax break. That and the amount of maintainence and resources need to tap into arctic oil fields is unbelievably high when compared to those in the atlantic and pacific oceans. Maybe once and a while your rig would get struck my a free floating iceberg just off New Found Land, but up above the Arctic circle, it would be a daily occurance. And to date, not man made structure can hold up to mothernature forever, especially when consistantly under siege by her.

Planting a flag on the seabed is akin to planting a flag on the ocean floor in the mid-Atlantic and claiming it as yours. Not really going to fly. As it is there are already UN conventions on territorial waters and no country can "claim" the North Pole (well they can but no one will pay it any heed). There is also a convention governing the Antarctica (South Pole and there is a lot of land under all that ice there) which essentially says no one "owns" it and divvies up some little bits for scientific research. The moon likewise has a UN convention that makes it unclaimable by anyone (and yes there is a US flag up there but the US never pretended to "claim" it). This is all much ado about nothing.

But I guess different countries see things different ways.
