Originally by: Nomakai Delateriel This war will continue, even if it takes years for us to achieve complete victory. After all, Tenacity is a part of our motto.
And so it continues. But not much bloodshed is to be had.
Under the cover of a band of griefers known as Save our Souls [505], Delictum have erected a Medium Blood Raider Control Tower in our home system. Upon noticing this development, UARM and the local residents of our home system proceeded to pull the tower into reinforced, the very next day.
10 hours of strontium later, we continued our attack, hoping to destroy the tower altogether. However we smelled a trap, and a blatantly obvious one too. 11 CVA capitals and a 28 strong support fleet assisted Delictum in repairing their POS. These numbers were way too much for our small corporation and ragtag band of local allies to compete with, so we withdrew from the fight.
It seems that Delictum did have a plan, and they were quite right to use the royal 'we' when saying so, for only 4 Delictum pilots showed up last night, amongst a hostile fleet of over 40 vessels.
Delictum made up less than 10% of their so called attack on Dysa. CVA brought this attack. Not delictum.
CVA successfully repaired the Blood Raider POS, yet today, it is, once again, in reinforced mode.
UARM and its neighbours stand no chance in a toe to toe engagement against the CVA, and therefore we will not even entertain the idea. But this agression towards UARM has been noted, and will not be forgotten any time soon.
UARM will also not forget that Delictum is unable to fight their own fights. They erected a POS in a system without consulting the locals. The very same locals they have been pirating against. For these people to respond with agression is expected. I suppose it is also expected then for Scagga to run to his CVA protectors, sniveling for help. It is, however, the second time they have employed non-Delictum forces to engage us. First 505, and now CVA.
The pace has changed for us Scagga. This clearly is no longer a mutual engagement between our two corporations. You've upped the ante, and we will do our best to make sure we can see that bet and raise it further.
My advice to you is to surrender now.
On a side note, we are rather proud of the attention afforded such a small corporation. While CVA should be worrying about the security of their newly 'reclaimed' Providence, they are swanning about in southern Derelik repairing a non-alliance POS. If you ever needed a reason why Providence has become such a cesspool, look no further. I think I found the answer.

STARBUCK BLUESQUADRON

Originally by: Nomakai DelaterielPrologue
Arguably the roots of the conflict can be traced back to February this year - the G-5EN2 'incident'. At a time when this system was Ushra'khan dominated, two DELEO pilots detected a Drake. Standard procedure followed; a 'Friend or Foe' request placed in the CVA intel channels confirmed the pilot as hostile, and the tech 1 fitted drake was dispatched. Not significant, by any respectable standards. Events like this happen every day in every corner of our galaxy.
There is only one relevant detail: The pilot flying the drake in question was STARBUCK BLUESQUADRON of Universal Army (UARM). Just another corporation on the CVA Kill-On-Sight (KOS) list. Just another corporation aligned with Ushra'khan. The kill didn't even register on our long-term memories.
Three months later...
Delictum 23216 had long held the intent of establishing a base of operations in the low security areas of Derelik as part of a long term plan of growth. The rationale should be obvious - It was the Mandate, our homeland. It was, and remains, our duty to nurture peace and prosperity within its borders.
As such we began to befriend like-minded corporations in the area, particularly with a loose 'anti-pirate coalition' based in Dysa. Blue standings were exchanged and the seeds of cooperation planted. Arrangements to move to Dysa, their focal system, began. UARM was (is?) a part of this coalition. Banter in the coalition intel channels soon revealed that DELEO and UARM were on the opposite sides of the UK/CVA conflict. They made a suggestion to which we agreed - external politics would stay out of Dysa.
Approximately a week later, a DELEO director was subjected to verbal abuse in coalition intel channels. Someone within UARM had dug up that killmail (from the February G-5EN2 ćincidentĆ). They publicly smeared us as pirates, publicly questioned our integrity and publicly demanded compensation for a 'Tech 2 fitted Drake'. For showing such disrespect and making a public issue out of nothing, DELEO refused to give in to the demands.
DELEO had no wish to escalate the situation, and thus an executive decision to ćabandon Dysa and settle elsewhereĆ was taken, to give breathing space from continued insults and settle elsewhere in the area. UARM was set to neutral. DELEO operates NRDS - we don't shoot first at neutrals. In providence we shoot those who are on the CVA KOS list due to past acts of piracy or belligerence.
Shortly after this a DELEO pilot was shot down in G5-EN2 by a mixed gang of UĆK and UARM among them. The assumption was made that it was a roving UĆK gang, but after interviewing the pilot it turns out that UARM had arrived later at the location of the fight and engaged him. It was becoming clear to us that UARM were out for our blood, and it was decided to set standings to hostile in order to protect our pilots. To avoid low-security space engagements, Dysa was set to a ćno-fly zoneĆ, as DELEO did not want to escalate the situation ű as diplomacy is our preferred method of resolving issues.[/quote

I beg to differ.
The Delictum Medium Blood Raider POS has now been destroyed, and the lone Scimitar vessel that was derelict in the previous bubble has been salvaged.
Scagga made the mistake of logging out at the location of the POS and was promptly dispatched to the cloning vats upon his return.
I'm sorry, you were saying something about being able to assist your friends?
Well done to Universal Army pilots, and all the pilots who assisted.
On a side note (again) it was a pleasure to witness CVA engage, and destroy, a criminally flagged neutral Raven outside the station. See, I knew you guys were just kidding about your NRDS policy.
Crusie, you should watch who's looking next time, before you break your policies... And when you try to claim in local that the Raven engaged you first, try to choose a log entry that is timestamped prior to when you warp scrambled it, fool.

As for the rest, faulty equipment prevented relocation of that tower. These things do happen I suppose. Congratulations on your diligence in waiting out CVA presence.
Do you want me to draw you a picture?
Here... maybe some logs will help you figure it out.
Crusie posted this in local:
[ 2007.08.11 21:37:38 ] (combat) Paradise Cruise Missile belonging to Donpromillo hits you, doing 46.9 damage.
However, he failed to realise that we ALL receive a log of him warp scrambling the Raven:
[ 2007.08.11 21:37:11 Notify crusie [IG]<CVA>(Malediction) has started trying to warp scramble "Donpromillo [JOY]<SPYDR>(Raven)"
I am looking forward to seeing you squirm your way out of this, Mr NRDS.
Btw, I personally couldn't care less if you were NBSI, or NRDS. My problem is that you use your NRDS as a policital mast in your campaign to gain support for a CVA Sovereign Providence. If you are going to wave this policy around like a pension book, then stick to it. Otherwise say that you are sometimes NBSI, and sometimes NRDS.
Or you could apologise to the Raven pilot, because he was under the impression you were NRDS. With all your propoganda it's not too surprising he believed this and as a result, he got ganked.

No squirming required: the Raven was already flagged when Crusie engaged. Because the Raven had fired on neutrals. Which is why he was fast-tracked to our "red" list.
Or are you trying to say that an interceptor tanked sentry guns?
I'll say we are NRDS because we are NRDS. I've followed around dodgy looking pilots for 15 minutes in the past waiting for confirmation that the pilot was a confirmed hostile rather than precipitously acting on instinct. Sometimes those pilots get away before I can receive confirmation...only for me to find out that they were, in fact, on our kill list. (Fortunately, steps have been taken over the years to make that list more efficiently accessible.) That is the standard we hold our pilots to, and I'll contest any public statement to the contrary.

Congratulations Garreck, you abide by your policy, however Crusie didn't.
When Crusie engaged the Raven, I asked in local if Interdiction Alliance were red to CVA:
[ 2007.08.11 21:37:27 ] Mattduk > is Interdiction red to you CVA?
I received no answer... so after the fight I asked again:
[ 2007.08.11 21:41:25 ] Mattduk > CVA is Interdiction alliance red to you?
I received this response:
[ 2007.08.11 21:42:15 ] Clavius XIV > well they wernt until they agressed our pilot
You see? They didn't aggress your pilot. Your pilot aggressed him first. Your Malediction warp scrambled the Raven before he fired on you, yet didn't need to tank the sentries because the Raven was tanking them due to an earlier unrelated fight.
Garreck, you might be honorable, but your fleet in Dysa last night ganked a Raven who happened to have started a fight with a totally unrelated party. Your malediction saw an opportunity to gank a raven who was unable to dock. As you can see by the logs I posted above.
The evidence is pretty damning to be honest. Just be honest that last night, your guys messed up, then there's no problem. I'm a reasonable man. I can see that this sometimes happens. Hell there are even blue on blue mistakes sometimes.
Your continual denial just paints you as a blatant liar.

Assuming your logs are not altered and I can take what you present at face value, then you received fog-of-war responses in a fog-of-war situation. It is not impossible that Crusie reacted to a criminally flagged pilot in a manner consistent with CVA policy and that CVA forces responded without full knowledge of the second by second timeline of who did what. Now you take a confused tactical situation into the public arena and attempt to use it as proof of our "hypocrisy."
What matters is that a target in a system CVA was operating in proved itself to be hostile to neutrals, and therefore proved itself a valid target for CVA forces. If the pilot of the Raven was not pirating and can provide reasonable evidence of this, he will be refunded in due course. This has happened before.
Once again, however, we are left with CVA pilots acting in accordance with CVA policy...as publicly advertised by CVA representatives.

The "poor innocent neutral" in question is a pre-existing member of our illustrious KOS list, and while Alliance standings were apparently incorrectly set (hence the confusion), some CVA corps present had their standings set appropriately (Paladin Imperium's logs show them being set red 5 weeks ago). Additionally, Interdiction were declared prior to the start of operations as hostile residents by our Ammatar allies.
Rant and rave as you wish, but the only ones who pay heed are those who, like you, are enemies of the Holy Amarrian Empire and desperately seek any banner to try and rally under, no matter how false or twisted.

Being the lead diplomat for INTERDICTION I honestly can not recall ever speaking with anyone from your organization regarding standings of any sort. Furthermore I can not seem to find a single record of our alliances ever having an encounter since our creation.
Im not concerned however as we do not operate or live anywhere near Providence. I would ask that if you, in future, have an incident with any of my pilot, come to me to discuss the situation before making uncessesary standing adjustments.

Had your diplomats had the courtasy to contact me directly before simply regarding us as hostiles (with no prior encouters between CVA and SPYDR) I would not be here.
Our name was brought up in discussions here and we are mentioned as being hostile to Amattar allies (for absolutly no good reason it would seem). This has become the apropriate venue to ask a simple yes or no question. Has CVA set us to red?

The CVA KOS List is a long one with a history which stretches back over 3/4 years.
Many corporations and alliances that have been set KOS due to past infractions against either CVA, our Amarrian allies or neutrals in Providence remain KOS until they talk to a CVA diplomat and seek to reset relations.
Unfortunately, over time many individuals, corporations and alliances forget the infractions (often which they personally may not have directly perpetrated) which landed them on the CVA KOS list.
Our reccomendation has always been that if you wish to spend time in Providence then it is wise to contact a CVA diplomat in advance to clarify your current diplomatic status and if necessary have your standings reset.
If you were actively hostile then we may request reparations for the damaged party before removing you from KOS. If you were merely a member of an alliance which was made KOS enmasse due to the actions of a few members or member corps then often a friendly chat will result in standings being reset (provided you agree to not to attack CVA or the various neutrals while in Amarrian Providence).
As I am not a diplomat I do not have access to the full KOS history but Tyrell were at one stage members of Curse Coalition - an entity that was set KOS due to the actions of some of its members in Providence. At that time individual corp standings were made to reflect the alliance position.
Since then Tyrell were removed from our KOS list (and are not currently on our KOS list) but I do not have the information about when/how that changed as I do not have access to the relevant database.
However, if you want to clarify the situation to your own satisfaction I would suggest you contact a CVA diplomat (Ramruqai, Aralis, Equinox Deadelus) and sort it out privately.
Many perfectly reasonable pilots and corporations are on the CVA KOS list simply because they were at some stage members of corporations or alliances that uundertook hostile acts in Providence.
The CVA does not have the logistical manpower to trace the subsequent history of all who have ended up on our KOS lists due either to their own actions of the actions of those who were associated with them.
Therefore the onus is on these individuals and corps to check their own status before they enter Amarrian Providence.
Saying all that, at times mistakes ARE made (often due to the overcomplicated and restrictive standings system that Concord has dictated that we use) and sometimes over eager pilots will act first and think later.
Where there is clear evidence on these cases then CVA will normally pay compensation (and has a record for doing so). Fortunately these mistakes are infrequent.
If you believe that you are the victim of such a mistake then contact our diplomats privately to sort the matter out as those who run to Gal Net with a complaint are usually doing it for other purposes and are therefore less likely to gain a sympathetic hearing.
