The idea is simple, give damps and tracking disruptors the same chance based succes as the normal ecm.
Why? Simple, no more uberdampening, tracking disrupting cruisers that can make any single opponent completely harmless.
What will happen in future? Maybe people will actually fight if they see a recon incoming.
Now the single target has 2 options, run and cloak/dock/poshide or stay, tank a minute or 2 and die.
If damps, tracking disruptors are chance based. You will at least have a chance to fight back. Fitting eccm will even be more usefull as it will not only effect ecm, but also damps and tracking disruptors.
Roaming around might become fun again, when people start fighting back. Now u only see people die or hide.

sensor dampners need changing for sure... u can just fit one and render a target completly useless cos without the target having locked anything the target cant fire.
ECM had its nerf and its stopped people from putting one multispec on each ship. now that ECM had been fixed....sensor damps are now the i-win button for making the target unable to lock anything with just 1-2 of these modules and its rediculous.
they can stop carriers from locking anything without much side effects.
make them so they just reduce lock time and make it so they are only usefull on dedicated sensor dampning ships or something ...but just change them so they arent overpowered.

ECM wasn't nerfed, they just made sure that only certain caldari ships can use them with the same strength as before.
I agree that not being able to lock anything is bad though. They should change ECM and damps to be more similar to TDs.

Tracking disruptors are in no way 'uber', and the last thing they need is a nerf. RSD may need a nerf, but definetly not TDs.
