It's probably some icelandic thing where they weren't allowed to promote gambling or else their business license were to be revoked.

They'd encourage PvP and let people kill each others but not gamble. Strangely ennough this sounds just like the usual "ironic" thinking of a government. I buy it

Aye, a simple card game that could be player vs players would be cool. With illegal games with higher stakes being run in lower sec space perhaps?
